There's a great deal of confusion. Apparently, people think we jumped the gun. So let's examine this from an IC perspective.

1) General Sarr (hereafter 'Sarr') comes out and says he's killing all Europeans.
2) After being threatened, Sarr says he'll merely imprison them.
-- Sarr backpedaling on this indicates his motive is self-preservation.
-- In other words, Sarr would've executed them when Europe couldn't touch him.
3) Mauritanian jails are not pleasant. Factoring in overcrowding and you have a recipe for poor sanitary conditions and illness.
-- Recon's pointed out, repeatedly, that the guards would've abused the prisoners. This is exactly right. Why? Because the entire regime wants its people to attack and kill the prisoners -- why wouldn't guards?
4) There was no independent verification that the executions ever stopped.
-- No verification. Would you take a genocidal maniac on his word? Would you take Adolf Hitler on his word if he said he was done killing Jews in 1943?
5) Sending a European negotiating team was beyond stupid. In fact, sending anyone 'white' was stupid. That's asking for them to be imprisoned or killed -- if he doesn't respect international law, he's not going to respect the Vienna Convention.
6) Arranging, briefing, and sending a foreign delegation would've been too time consuming to be effective.
7) The African Union, as usual, was worthless and a waste of space.
-- South Africa's intervention was and is unknown. As such, nobody intervened to save European lives. Senegal did lend bases, though, as per Dax's ruling.
8) The General Assembly debated how to react to genocide, despite the fact the General Assembly couldn't actually do anything. It was a waste of time. It did draw out one of Sarr's spies, however.
9) The Security Council was dragging its feel on the resolution, but this was largely due to OOC factors.
10) America was offering to kick in Mauritania's door from day one. This started as a joint German-American operation.
-- Dax was surprisingly belligerent here, and for good reason. If America was willing to fight and die for Europeans at the drop of a hat, then why shouldn't Europeans?
11) The German ultimatum failed.
-- It was intentionally harsh. It was designed from the beginning to terminate Sarr's regime, not be reasonable.
12) Negotiations with Sarr, even with foreigners, would have only allowed him more time to execute civilians.
-- Or round them up, if he was telling the truth.
13) The use of military force was only finalized when the ultimatum was refused.
-- It was imperative to follow up the ultimatum with something of substance, otherwise Sarr never would've batted an eye at Europe.

As far as Berlin was concerned, "I'm not going to kill your people anymore" isn't good enough. If nobody's there to verify it, he could just be lying. Taking him at his word would've been a catastrophic mistake.

While I agree with you and applaud you for figuring it out, you could have sent an African delegation to al-Moravid. But besides that, I agree with this, and am glad none of you fell for Sarr's bullshit

True dat. And I feel the Kenyans or South Africans, Ghanaians (Jacob, Zelron, M1, I'm aiming this at you) could've tried to, I am surprised they didn't do more about it.
