I don't whip my mouse around at the speed of light, but I do move it a lot faster when I'm looking around than when I'm shooting at people. It's also possible he has acceleration enabled which would result in that too. I just don't think you can call someone a cheater based off of that. Also hitting a button on the mouse probably does take less than half a second.
