The upper levels of the city hold most of the upper class folk and most of the structures of importance such as the Gongora Palace, the Temple, the Heavens docks and much more. Those with wealth reside her and most major matters concerning the city are decided here.

The central level of the city is mainly a residential and communal area. Most of the working class live on this level of the city and most transportation around this level is by Foot, carriage or train.

The lower levels are for the poorer folk or unemployed. Most avoid visiting this area of the city, due to crime is high and public health and hygiene is low due to most of the cities main sewage works flow though this area.
