I believe the maunfacturer was 'Dutton', and was linked to RPI. Have never sen one myself, I think they fitted a much modified Farish chassis. There is an 0-4-0 'Katie' due later this year from N-Drive, with custom chassis and (I believe) outside frames. his will be a resin bodyshell and the prototype looks promising....
