As I am about to become a member of a MES, I was wondering what are the differences between a public miniature railway like CCLR, Rhyl....etc and a club track with open days every so often

Legally or theoretically? Operationally or physically? Not really sure what you're asking...

A MES track can take many forms - but usually is operated, as you say, by a society; with private stock etc and shared infrastructure. A private or commercial miniature railway is that very thing - it's not run by a club or band of individuals co-opting responsibility but a set of people (or person) who makes decisions and directs without a need to consult the membership. Generally.

A MES track is one that you can have access to - but it depends on the terms of your society.
