As far as I the law is concerned, I was only going on what I understood to be the case for large locomotive boilers.
E.G.
Two independent means of establishing boiler water level.
Two independent safety valves
Two independent methods of putting water in the boiler.

This may not necessarily be law, but it was certainly a requirement as far as the insurers were concerned.
However, I understand that thing are a little different in the miniature world.
With miniature as you put it.
Yes you need 2 ways of telling the water level in the boiler. these can be 2 of the following. gauge glass, pep cock, fusible plug.
You only have to have 1 safety valve as long as it can manage to get rid of the steam faster then the boiler can make it.
You can have as few ways of putting water in the boiler as you want. But it is pointless having no way of putting water.

All Bure Valley Railway steam locos have the above fitted as standard.

You'd be quite surprised what a small boiler and firebox can do. Prince on the Festiniog will happily slog away in full main valve with 1 feed on and using the other to top the boiler up if necessary. It is oil fired and superheated though which is cheating really. Pamerston is a bit more hectic, 3 shovels in the box - feed on - wait a minute or so - feed off - 3 more shovels - feed on again - repeat till you stop :D Keeps the pressure on the red line and the water in the top nut. The key of course is keeping the fire as hot as possible while keeping a good supply of fuel going in. Probably not so easy in a 15inch gauge space and when your driving as well.

Probably not so easy in a 15inch gauge space and when your driving as well.

I must admit that we had both a driver & fireman on when the 15" gauge BVR #6 hauled 22 coaches from Wroxham (uphill!) to Aylsham last October, in less than the booked 45 mins! It could have hauled more coaches, but we had a few being rebuilt at the time.
