In light of funding difficulties, and the excessive tax burden on Democratian citizens, this bill hereby declares that it will no longer be the responsibility of the government to fund public transport measures. 1 - The rail network Under this bill, the rail network in Democratia will be divided into different franchises and their leases sold to companies in the private sector. Funding currently spent on the railway network will be chanelled into other government projects. To prevent abuse of the rail network, companies that fail to maintain services, fail to comply with safety regulations or attempt to create a monopoly will be brought before a tribunal and, if found guilty, will have their franchise confiscated and resold to another company. 2 - Local Bus Services Under this bill, local bus services will be taken out of the control of local councils and privatised. The company chosen to run the service will be selected by the local council, and accountable to it - should services fall below the standard expected of them, the local council may revoke the contract and offer the franchise to another company. Special bus services currently provided, such as transport for the elderly or disabled, will remain under direct council control. Funding currently used to pay for local bus services will be spent by local councils on other projects. Alternatively, councils may chose to reduce the rate of council tax instead. It is hoped that these measures will clarify the role of the state in Democratia, and remove the financial pressures currently threatening the administration of this country. |

i wholely oppose this bill, although unfortunately few others seem to share this opinion... as this would bring about environmental collapse as public transport fares are forced up, leading to increased private transport... this would also clog up the roads, thus damaging the transport stat. the economy would gain in some ways, but would also suffer so any benefit is negligible... also health and education may suffer due to roads being clogged up. law and order and social affairs it would have no effect on... this is generally just a repeal of my bill and all its positive effects. of course, though, because this bill was proposed by you, it wont create as widespread negative effects as it probably would (and in some situations HAS) cause(d) in real life |

1. The train companies will be regulated - excessive increases in fares will be dealt with by a tribunal. 2. Local councils are responsible for the private bus companies - if the company provides poor services at a high cost, the council revokes the contract - they don't want the public to punish them at the next local election. 3. Law & Order, Social Affairs, Health and Education will see slight improvements, as the government will be able to afford to continue to run programmes in those areas. That said, there will probably be a decrease in transport - restructuring causes problems. Also, I accept your point about the environment - that'll probably go down as well. |
