Ostentian Census Act


Act of Parliament
 
This bill would make it compulsory for citizens to fill in a national census truthfully and accurately whenever the government decides to order one. Note that this only applies to the Ostentian Census and not other questionaires/research.

Failure to fill in the census truthfully and accurately will result in a fine or imprisonment.

Under a special legislatory offer this bill is free!

Prison Systems Act


Act of Parliament
 
If this bill is passed all prisons over Ostentia will be unified and work on one system.
Anyone accused of a crime will first face a court.
Then if foudn guilty they will face a prison sentance decided by the court, this can be 2-3 years on smaller crimes such as theft, or a life sentance for bigger crimes such as rape or murder.
Prison is not the only punishment option as community services will be placed for things like indecent exposure and even fines for small thefts/breakages (this would contribute to funding the courts and prisons in the long run. All fines will be contributed to the law and order budget.)
This will at first be funded by the law and order budget set by inevitable
These laws and punishments will be consistant through out the whole region of Ostentia meaning that the entire nation shares one system .

Boo Health Service Act


Act of Parliament
 
I propose creating a free health service to all citizens of this nation. This includes dentistry, emergancy treatment and local GP's.

Funding to be raised from VAT.

National Rail Act


Act of Parliament
 
Under this bill all railway networks will be considered to be under government control. The government will run these railways at cost to provide cheap affordable transport for the masses. It will becom illegal to privatise the railways without first buying out all the shareholders for at least £300 per share. Each citizen will be considered to own 1 share in the national rail network.

This bill will not require funding as the rail network is run at cost and covered under the existing transport budget.

Education Standardisation Act


Act of Parliament
 
Under this legislation, a standard curriculum of education will be set up for all regions of Ostentia. The curriculum will be decided by the examination boards themselves (by way of a group commitee). However, small deviations will be allowable between exam boards. The following lists the subjects which will have to be studied (as mentioned above, subject content will be devised by the examination boads):

A basic education in the following is required for both OSACs (Ostetentian Secondary Achievement Certificate) and pre-OSACs:
Science
Ostentian Language
Maths
One other language
Information Technology (At OSAC level this can be any information technology based course, including Business Studies)
Personal, Social and Health Education

At OSAC level, optional subjects will also be selected in addition to the above. Ostentian Literature is compulsory only for more able students.

The following are required for pre-OSAC (in addition to the above)
Design Technology
Physical Education
Religeous Education
Music
Art
Drama
Geography
History

At OFC (Ostentian Foundation Certificate) and OHC (Ostentian Higher Certificate) levels it will be required to continue with PSHE education, however, like all the other levels, it results in no award.

Funding for this will be obtained from a slight tax raise to 35% BTR. Further budget spending will be allocated to other areas.

Progressive Income Tax Act


Act of Parliament
 
A progressive income tax system will be set up across the whole country. The higher rates of taxes will only be paid on income over and above the minimum level for that band (i.e. all money up to that level will be taxed at the lower level). The bands will be set as follows:

£0-5000 10% Low Income - no taxation
£5001-35000 Middle Income - 20%
£35001+ High Income - 40%

The definitions of "Low Income", "Middle Income" and "High Income" will be established at the start of each tax year by an apolitcal government body.

This Act was ammended by the Progessive Income Tax Ammendment Act

Bank of Ostentia Act


Act of Parliament
 
An independent committee in the Bank of Ostentia would be set up to decide interest rates. Appointments to the committee would be made separately from politics, and the committee would meet once a month to decide whether any changes would be necessary to the interest rate. Funding will be taken from whoever makes such decisions at the moment, so no extra funding will be necessary.

Emergency Vehicles Act


Act of Parliament
 
I hereby propose that it become a criminal offence to obstruct an active emergency vehicle (defined as any ambulance, police car or fire engine with the siren on).

With this bill, it will also become compulsory for such vehicles to put on their sirens whenever responding to an emergency, and a criminal offence for the driver to activate the siren in any other situation.

It will also be a criminal offence for any other vehicle to use the same siren sound as used by the emergency services.

It is also against the law for any non-emergency vehicles to carry blue flashing lights on the top of the vehicle.

Universities will be split into two types - Academic, focussing on research and academic subjects and Vocational, focussing on training and vocational subjects. This will enable funding to be better spent, and universities organised to focus on their particular areas.

Hospital Hygiene Standards Bill


Act of Parliament
 
This bill would make it compulsory that all hospitals throughout Ostentia conform to certain standards of hygiene. The hygiene standards would be decided by the BHS.

This bill should help to improve health by making sure all hospitals are perfectly clean and hygienic.

A watchdog will be set up to ensure standards are maintained, which will be paid for by the extra budget unit assigned in the revised budget.

Standard Medical Examinations Bill


Act of Parliament
 
Under this bill, a standardised examination which medical students must pass before becoming proffessional medical practitioners would be set up. A committee of senior doctors would be appointed to decide what the examination should include.

The main aim of this bill is to standardise the examinations for all of Ostentia, as they currently change from region to region, but it should also help to improve the standard of health throughout Ostentia.

The cost of the committee will be paid for by a small loan, which will be easily paid back by the growth of the economy due to better health, so this bill will require no extra taxation.

National Parks Bill


Act of Parliament
 
Under this bill, a national park system would be set up to protect environmentally senetive areas. The Department for the Environment would decide where national parks should be set up, but before an area can be declared a national park, there would be a week long period in which the local council could voice any objections. If any objections should be raised, they would have to be resolved before the area could become a national park.

A focus group would be set up to decide exactly what speacial protection national parks should have.

Punishment for failing to comply with national park regulations would result in either a fine or a prison sentance, depending on what unlawfull activity the culprit had taken part in. To catch the criminals, park rangers would be employed. Though this would be expensive, it is worth the cost to protect Ostentia's environment.

There should be no need for extra funding as the environment already recieves more than needed.

Foreign Service Act


Act of Parliament
 
This bill will set up a foreign service which will be in charge of deploying ambassadors to foreign lands and receiving ones in Epiphany from foreign lands also. It will the primary method of communication with foreign countries.

This will be funded under the administration budget.

Subsidised University Tuition Bill


Act of Parliament
 
Under this Bill the costs of university education to the people of Ostentia will be determined mostly by family income, but also by academic performance, with better performing students or students from lower income families getting more support. Thus, the highest performing students from the poorest families will be entitled to free university education, while people from the richest families will have to pay the normal cost. This will encourage those who are competent enoug to go to university, but would not normally be able to pay for it, to realise their full academic potential. This will be paid for by the spare education budget units.

The following passage was addded under the University Subsidisation Ammendment Act

As per the following modification, subsidies will take the form of Bursaries. Students will only be able to claim the money providing they ARE achieving their potential in university. The Bursaries will be paid out following the guidelines used for the above, however they will be followed stricter than before. It is important to note that no bursaries can be given until after the first semester, when the student’s work is analysed. Furthermore, the bursaries can never be sufficient to allow a student to go to university for free, unless the costs of the course are lower than the average.
