Worker Training/Re-training Bill


Act of Parliament
 
Under this bill, a government-run organisation would be set up to give workers re-training to help them find new jobs should the need arise. The organisation would give free courses to those that desperately need new work, such as many of Oredia's miners, and it would also give courses to others for which people would need to pay. To make sure the free courses are not abused, the individual wishing to go on a training course would have to fill a certain criteria decided by the government appointed managers of the organisation.

This organisation would be partialy self-funding, and the rest of the required funds would come from the budget units already allocated to industry & business.

Oredian Mines Subsidisation Bill

Oredian Minerals Co. will be given subsidies if they keep the mines in Oredia open. If they choose not to, subsidies will be offered to encourage a buyer to take them over. Funding will come from the Industries and Business section of the budget.

Unemployment Benefits Act


Act of Parliament
 
People applying to receive unemployment benefits will be required to spend a certain amount of time each week doing community service, and will be encouraged to spend the rest of the time looking for work. These people will also be required to receive job advice, to help them find a job quicker.

The conditions for receiving unemployment benefits will also be made tougher, to encourage more people to find work.

Private Property Protection Act


Act of Parliament
 
Under this bill, it shall become illegal for any individual, company or organisation to seize or assume control over the property, land or wealth of any other individual, company or organisation. Any transfer of property, land or wealth from an individual, company or organisation that is against the wishes of the individual, company or organisation must be approved by a judge before the transfer takes place.

The state shall also be bound by this bill, with state-owned industries and services, government organisations, local authorities, regional governments and national governments all forbidden from seizing or assuming control over the property, land or wealth of any other individual, company or organisation, unless permission is first obtained from a judge.

The state shall not be bound by this bill in times of war or national emergency, as situations may arise where such actions are necessary. After the state of war or national emergency is over, any property, land or wealth should be returned to the individual, company or organisation it was seized from. If this is not possible, then compensation of equal value to the seized property, land or wealth should be awarded to the individual, company or organisation it was seized from.

University Subsidisation Ammendment Act

Below is the University Subsidisation Bill. I suggest the amendment described below that be added.

Under this Bill the costs of university education to the people of Ostentia will be determined mostly by family income, but also by academic performance, with better performing students or students from lower income families getting more support. Thus, the highest performing students from the poorest families will be entitled to subsidies for their university education, while people from the richest families will have to pay the normal cost. This will encourage those who are competent enough to go to university, but would not normally be able to pay for it, to realise their full academic potential. This will be paid for by the spare education budget units.


As per the following modification, subsidies will take the form of Bursaries. Students will only be able to claim the money providing they ARE achieving their potential in university. The Bursaries will be paid out following the guidelines used for the above, however they will be followed stricter than before. It is important to note that no bursaries can be given until after the first semester, when the student’s work is analysed. Furthermore, the bursaries can never be sufficient to allow a student to go to university for free, unless the costs of the course are lower than the average.

Government Finance Act


Act of Parliament
 
Under this bill, the government will no longer need parliament to approve budgets. Ministers with the budget power will be able to redistribute funds and take out loans without needing the consent of parliament. The government must still seek parliamentary approval for changes in taxation. Any changes to taxation will be done by through the use of taxation motions, which can be created by government ministers with the budget power. All members of parliament will still have the ability to alter taxation and spending levels through legislation.

To allow for the implementation of this bill, the Constitution shall be ammended as follows:
1) Article 8d shall be struck out and rendered null and void.
2) The following text shall be added to the constitution as article 8h: "The government shall have the power to directly alter the budget without the use of legislation. This power is restricted in that the government must seek parliamentary approval for changes in taxation."

University Application Evaluation Commitee Proposal Act


Act of Parliament
 
Under this bill a commitee will be set up using excess education funding to oversee university application processes. Their task will be to ensure that universities accept applicants fairly. This will include whether or not they have been privatly educated. The process will involve the inclusion in randomly chosen interviews, to ensure that everything is done fairly.


The Government would like to take this moment to point out that the only other available alternative was the much loathed "Social Engineering". We hope this method will prove popular all round.

Free Software for Free Education Bill


Act of Parliament
 
Under this bill schools will be encouraged to have their computers run free and open source operating systems, with free BooOS DVDs supplied to all schools, rather than the costly proprietary Doors OS. Naturally schools would therefore require less funding as they would no longer incur licensing costs. Schools will still be free to choose what operating systems their computers run, however they will receive no license rebates or funding from the government. The money saved from this will go towards better hardware for said software to run on, allowing more powerful programs to be run.

Rail Network Investment Act

Under this Bill Ostentia Rail will be given Government funds with which to make improvements to the rail network infrastructure. These funds shall be focused upon increasing the capacity for popular routes and the reliability of the network in general. In return for said investment in the rail network Ostentia Rail must implement a bonus scheme amoung staff based upon network performance to reward punctual and profitable operation of the network. This Bonus scheme is to include all non-executive staff.

This bill will be funded via a one off payment of 1 Transport budget unit.

Fondrop Tourism Act

In order for The People's opinions to be heard, the government will establish an online system where the public may create and sign petitions for the government to consider.

Those petitions with the most signitures will obviously demand the most attention from parliament.

This system will be advertised through TV and Radio adverts.

Regognising the requirements of modern times for a unified state and the dangers of regions defecting to other states on our national security this bill aims to rectify the problem.

Therefore under this bill the constitution will be ammended as follows

Article 1 d.
The Territories that comprise the Democratic Republic of Ostentia may not secede from the union by there own violition but only by the unanimous approval of the House of Commons

Congestion Charges Act


Act of Parliament
 
Under this bill, a congestion charge will be emplaced in the centre of the major towns of Ostentia:

Epiphany
Apeiron
Aurora
Paradidgm
Smythii

The other regional capitals are too small and not busy enough to merit a charge.

The charge will be £5 per day for a normal car, £15 per day for large personally owned vehicles (SUVs etc). Vehicles needed for commercial use (such as vans or transportation SUVs) will come under the normal £5 per day charge. The charge can be lowered by purchasing by the week (£20 per week for smaller vehicles, £60 per week for large vehicles). This will help to cut congestion and lower pollution in inner city areas.

The bill will be self-financing, with any extra proceeds going towards subsidising bus and train fares, in order to provide a cheap, cleaner alternative...
