Northern Isles Transport Initiative Act

This bill seeks to rectify the awful state of transportation to and from the Northern Isles.
Currently the only way their is either by sea plane, which is not suitable for cargo, or by a lengthy ferry journey. It is for these reasons that the islands remain culturally isolated.
This bill will be funded by two extra budget units out of the reserve, as well as an increase by two in the Transport sector (already provided for in this term's budget).
The two extra units will cover the building of these terminals, as well as any environmental impacts and research into potential sites for the airport.
The bill will provide for a new International airport in the isles, and a much improved ferry terminal at Torness, in order to take larger ships.
This will be a large economic and social boost to the Northern Isles, enabling them to integrate further with Ostentian society and economy, and allowing more tourists to experience the unique culture of the Islands. A private advertisement campaign will be run in the Apeiron Argus and any compliant newspapers in order to promote this.
In these times of hostility between the Northern Isles and the rest of the Union, integration and a hand-up are vital.

Under this bill Article 8i will be added to the constitution:
The option to declare war lies with the civilian government; however for war or and act of war to take place, a two thirds majority must be secured by a vote in the Commons.
This bill is a constitutional amendment and will not cost anything.

Foreign Service Security Act

To defend our diplomats abroad and ensure their safety in carrying out their vital work this bill will set standards for the security measures for diplomats in foreign countries
All diplomats will have at least 1 bodyguard, fully trained from the armed forces.
All embassies will be garrisoned by Ostentian troops and must also function as bomb shelters.
All embassies will have an emergency medical team to aid in emergencies.
These measures are totally nessecary to ensure that vital diplomatic work continues uninterrupted in unstable countries.

The right to a fair trial, with a jury of peers, with no imprisonment or detainment without this (habeas corpus) 5. The right to freedom of belief 6. The right to protection from unlawful activities 7. The right to participate in politics 8. Protection against unlawful conscription 9. Protection against cruel and unusual forms of punishment 10. Protection from impingement of privacy by armed forces 11. The right against self-incrimination. 12. The right to legal counsel. The rights contained within this bill shall be unrestricted, unless invoked in such a way that it restricts the rights of others. This act was amended by the Bill of Rights Amendment Act.

Manadatory Recycling Facilities Act

Mandatory Recycling Facilities Bill This bill seeks to ensure that all citizens have the ability to recycle waste where they can. To do so, I propose that 1) it be made compulsory that coucils provide recycling facilities in all major towns and cities; 2) said recycling facilities be free for all citizens to use; 3) all council-run recycling facilities must be equipped to handle at least glass, paper and cardboard, tin and alluminium cans, and tin and alluminium foil. 4) Council-run recycling facilities shall have additional bays available to handle appliances, electronics, furniture and other items with potential recycle value in order to curtail the practice of "fly-dumping". These facilities will safely strip these components down and recycle what they can and hand over what cannot be recycled to be properly disposed of or reused if possible. To further increase the potential for and the awareness of recycling and re-using waste and other items, durable shopping bags made from sustainable materials would be provided in all major supermarkets, to encourage shoppers to re-use their bags. This will be funded by the spare budget units made available in the environment sector after the new budget is implimented. Section 4) added by MRFA Expansion Act.

Smoking Cards Act

Under this bill all smokers will require a card in order to buy cigarettes. These cards will at first be issued free to all who wish to have one, and will be locked in with ID to prevent fraud and transfer. These cards will be required for purchasing any cigarettes. Shops selling cigarettes will be forced to pay a fine of upwards of £5,000 for selling cigarettes to people without a card. For people who wish to take up smoking after the initial run of cards has been produced, cards will be available to buy for a sum which is large enough to be considered a deterrent, but not large enough to be prohibitive. It is expected that this will create a drop in the number of people taking up smoking, thus leading to a reduction in total numbers as these people give it up or pass on.

Gellish Trade Treaty Act

Under this treaty, formal trade links with Gelland will be opened. The terms of this treaty will be as such: Article 1: All goods that are exported from Gelland and imported into Ostentia will be exempt from taxation.
Article 2: In return, all goods that are exported from Ostentia and imported into Gelland will be exempt from taxation except in the case outlined in Article 2b.
Article 2b: Food exports from Ostentia to Gelland will still be taxed, but only at 80% of the rate imposed on other countries.
The intention of this bill is of course to help strengthen international trade links with the intention of boosting the economy of Ostentia.

I propose that under a new scheme, Harvest Boon, farmers will be given quotas based upon the amount of land they own, in order for max production. This will lessen food imports to the country, improve the economy and give farmers somthing else to do other than woo local local girls and attend festivals.IN ORDER TO maximize agricultural production without sacrificing quality or consumer safety, fair quotas are hereby enacted on all farms larger than twenty acres or employing five or more fieldhands, if smaller. KNOWING THAT consumer safety is vitally important, restrictions are to be implemented in the use of certain fertilizers, herbicides, and pesticides considered unsafe for human consumption. AND ALSO implementing restrictions on the pasture density of livestock to ensure quality and reduce potential disease. This act was amended by the Harvest Boon Act Amendment Act

Under this bill, all houses in Ostentia will be put on a water meter, as opposed to paying flat rates. This will be a compulsory action. This will encourage people to use less water overall, as they are paying for what they use, thus conserving this precious resource, and will ensure a fairer system, whereby those who use lots and are wasteful will be forced to pay more, and those who are prudent will pay less.

Under this bill, all governmental computers, and systems will be switched over to a free software alternative. BooOS may fill this role, however it is up to the departments in question as to which package they choose. However, all operating systems must be interoperable and able to communicate with each other. Due to the large costs of licensing fees for the proprietary software currently used, this will reduce the administration budget (I'm hoping by a unit, if that's possible). However, due to the process of converting, the current budget for administration will remain the same for the current term, to drop next term

Empthrinian Rail Link Bill

Under this bill the rail line which currently terminates at Nepenth will be upgraded and extended to the Empthrinian capital. This is a joint venture between the Ostentian and Empthrinian governments.
The cost of this bill will be 4 units, 2 on upgrading our side, and a loan of two units to Empthrinia to upgrade the infrastructure on their side. This will be paid back in due time, due to the economic benefits such a venture will bring.
It will enable easy transport of oil to Ostentia, reducing energy costs, and will make transport of goods around the main continent far easier.
This bill will improve transport, the economy and foreign relations with Empthrinia and beyond...

Open Legacy Bill

Under this bill all software that has been out of production for ten years or more (abandonware, meaning profit is no longer being gained from its use), will have its source code released into the public domain. Naturally if the basic software architecture is still being used and profited from then exceptions will be made. The aim of this bill is to put powerful yet outdated code into the hands of hobby developers who can advance and improve it in order to provide free and decent software for the masses. Profits of the companies will not be damaged, as the code released is no longer profitable. It's a win-win situation...

Gun Control Bill

Under this bill a new system, will be implemented which outlaws the possession of arms without a permit. With the exclusion of shotguns for farming, hunting, antiques and re-enactments (theatre troupes, re-enactment group, ren-faire people), no firearm shall be legal. Ownership of a gun will require a permit. Permits will be given pending police interview and psychological evaluation. Permits are issued for a ten year period, after which re-application is needed.
No gun may ever be pointed toward a human being.
Ownership of an illegal firearm will result in a heavy fine.
The police and military will abide by this law, however in exceptional circumstances the pointing at other humans may be waived. The police and military will have to undergo the same rigorous permit test that everyone else undergoes, to ensure that they are fit and able to do their job and not abuse power.
This is a nationwide law and will replace existing gun laws. The owners of firearms bought prior to this legislation and without a permit will have a one month amnesty in which to attempt to obtain a permit. Owners of guns bought before this who hold a permit from under the New System (September 2007-the date of introduction of this bill) will not be required to retake the test now, however ten years after the original issue date they will have to re-apply under the new system.
