National Ostentian Driving License Scheme

Under this bill the current system would be reformed in the following ways:
Every fifteen years people will be required to retake the practical (but not theory) test, in order to prove that they are still capable road users. This will eliminate the current system where elderly drivers with poor road skills are able to drive.
This will increase road safety and reduce road deaths. The effects of poor driving, such as traffic jams, would also reduce, as generally better drivers populate the roads.

Orbital Railways and Nashunal Hinterland Expansion Bill

Under this bill a rail link will be established between Studford and Hyperion. To facilitate this a tunnel will be built underneath the Bay of Apaturi. This will carry a two-way railway with an emergency road down the middle in case of emergencies, and will be used for both private and commercial travel.
As well as this, an extensive system of railways will open up the Nashunal hinterland, allowing for easy transport of good both around Ostentia and to main market towns. The branch line to Anthelion will be extended, through Appsleigh and up to Docester, before continuing up to Parhelion. A direct link will also be established between Docester and Smythii. Here is a diagram showing the complete Ostentian Transport system following the plans:

These plans have been valued at approximately five budget units, however to account for any overspill, 8 have been budgeted for it.
This will decrease reliance on cars and planes for transportation of goods, especially farming goods from the breadbasket of Nashun. This will also decrease the cost to both consumers and farmers, as they don't have to pay so much for transportation, and that cost is not passed on to consumers. Nashun would probably also see a tourism boost, as well as Fondrop, as people from Nashun head to the warm Fondrop and people from Fondrop head to Nashun to cool off.
To conclude, this bill will be beneficial for all, and will help bring new life to the rural communities of the Nashunal hinterland.

Progressive Income Tax Ammendment Act

Under this bill, the Progressive Income Tax Act will be ammended. In the Act, "10%" will be replaced with "no taxation". This will mean that the poorest sections of our society will not be subject to taxation, improving social affairs in the country.
In addition, in order to address potential changes in the value of the Hemre, the following ammendments will also take place: "£0-5000" will be replaced with "Low Income", "£5001-35000" will be replaced with "Middle Income" and "£35001+" will be replaced with "High Income". At the end of the bill, the following text shall be added "The definitions of "Low Income", "Middle Income" and "High Income" will be established at the start of each tax year by an apolitcal government body.
These changes should result in the BTR being lowered to 39%. Should these changes accidentally lead to the BTR being lowered even further, then inheritance tax will be increased to meet the shortfall.

Police Patrols Act

Under this bill, more police will be hired in inner-city areas. A certain number of police in each area will be required to be on patrol at different times, with the number greater at particularly troublesome times.
Also, police will be required to wear stab vests at all times during patrols, and it will be investigated whether any improvements are needed to be made to the vests (and these improvements will of course be made).

Trade Unions Act

Under this bill, the rights and regulations regarding trade unions in Ostentia will be standardised as follows:
1. All workers will be given the right to unionise. It will be made illegal for any employee to be sacked simply for being a member of a trade union - however, it will also be made illegal for any employee to be sacked for refusing to join a trade union.
2. Trade unions will be given the legal right to industrial action. Workers cannot be fired on an individual basis for striking - employers must dismiss either the entire striking workforce or nobody at all.
3. All trade unions will be required to ballot their members before carrying out industrial action. If a trade union fails to do this, or if workers strike independently of trade unions, then industrial action will be considered unlawful and the protection for workers given in section 2 will not apply.
4. Sympathy or secondary industrial action will also be considered unlawful, and workers will not recieve the protection granted in section 2.
5. Section 2 of this bill will also not apply to workers in the police force, the armed forces or the security services, which will not be granted the right to strike. In addition, Section 1 will not apply to the armed forces or the security services.
6. Finally, section 2 will not apply during times of declared national emergency.

Parkland Management Act

Under this bill the Ostentian Park Management department will be created as a sub-department of the Department for the Environment. This department will be in charge of managing the many acres of parkland currently in public ownership and will be responsible for educating people about how to use the land responsibly. It will also be in charge of the upkeep of the land including felling dead trees, fire control and prevention exercises, controlled forest burns and so forth. It will also be in charge of any national parks or any other special designated areas ordained in future.

Equal Education Act

Under this bill, all private/independent schools will be required to offer scholarships. These scholarships will allow children whose parents fall into the "low income" tax band to attend independent schools for free. Such scholarships will be expected to form at least 10% of all new admissions. A government grant will be given to such schools in order to partially fund these scholarships.
In addition, all schools, whether state funded or private, will be required to teach religious education that covers all major religions, not just one. Religious schools will also be banned from selecting more than 50% of their pupils on the basis of the pupil's religion.
Any school which fails to comply with these requirements will have its charitable status revoked and will be taxed at the same rate as private companies. Any income from such tax changes will contribute to the scholarships introduced by this bill.

Electoral Reform Act

Under this bill,
1. The current system of electing the government, contingent voting, will be formally passed into law.
2. Contingent voting will be extended to the election of individual members of parliament, replacing the current first-past-the-post system. MPs will still continue to be directly elected by, and accountable to, their constituents.
With these changes in place, it will become easier for smaller parties and independents to be elected to parliament, without breaking the link between MPs and constituents. This bill should not require any additional funding, as the costs involved are minor.
Repealed by the Electoral Reform Act (2009)

Green Belt Act

Under this bill, green belts will be established in the rural areas surrounding the major cities of Ostentia: namely, Epiphany, Apeiron, Aurora, Paradidgm and Smythii.
In land zoned as greenbelt, development will be greatly restricted. Planning laws will be tightened to prevent the creation of housing estates, out of town commercial sites and industrial complexes. Small scale developments, such as the construction of farm buildings or individual houses in villages will still be allowed. Arterial transport routes will also still be allowed, but ringroads and bypasses will be prohibited.
This bill will prevent urban sprawl and maintain Ostentia's green spaces. It will require no additional funding as planning decisions will still be made by local planning committees, but with new regulations.

Comprehensive Railways Act

Under this bill, the rail network will be radically altered.
1. All state railway lines will be devolved to regional government, which will both operate them and maintain them, with funding from local taxation.
2. An independent Central Railways Commission will be established. This will have the initial role of allocating control of railway lines to regional authorities. Once the system is in place, the CRC will regulate health and safety issues, and resolve any disputes that may emerge between regional rail authorities.
3. Regional Rail Authorities will be banned from closing or privatising any section of state-owned railway.
4. Private companies will be allowed to build and operate their own railway lines, on the condition that they do not operate in areas where state railway provision already exists. Each proposed private railway would be subject to standard planning laws, with both the relevant regional government and the national government having the right to veto any proposal.
5. The CRC will also regulate health and safety issues for private railways, and reserves the right to close down any railway which does not meet acceptable health and safety standards.

Railway Expansion Scheme Act

Under this bill, rail links will be set up across Ostentia.
Locations will include:
From a point on the Apeiron-Olingrad line one shall be added to go to Lordeck. From Apeiron a line shall be added going to Meshack, then Serenitatis, then Elis. From the new Elis station a line to Eleeford, then Paradigm will be added. There will also be one leading to a point on the Sayfale-Gliosk line. From Eucellia a line shall be added to Idyn, then Skyoto, then Aurora. From Zostera, a line shall be added to Nepenth. From a point on the Meridian/Aurora-Epiphany line, one shall be added to go to Salacia and then to Jayakar.
A complete diagram of these plans is shown here:

This will unite Ostentia further, with a powerful and expanded rail network, enabling better transport of goods and tourism ventures. As well as providing a useful form of public transport.
This bill will be paid for out of the transport budget. Plus any other necessary funding, such as Administration.
Due to the scale of the project, construction will take place over three parliamentary terms, resulting in lower costs per term.

Student Loans Act

Under this bill, a Student Loans Company will be established as an independent but state-run institution.
The Student Loans Company will grant loans to university students to cover the full costs of tuition fees for their university course. Interest of these loans will be fixed at the rate of inflation, so that in real terms the student debt neither increases or decreases. Upon completion of the course, the loans will be paid back to the SLC in regular installments, being deducted from pay packets along with income tax and national insurance contributions.
The scheme will eventually become self-financing, but will require an initial start-up cost of 2 budget units, to be taken from the education budget.

Solar Water Heating Act

Under this bill it will become mandatory for all new houses in Fondrop to install solar water heaters on their roofs. This will mean that all new buildings will not have to heat their water by using electricity, which is mostly generated from coal-heated power stations and comes from the national grid, hence they are pointless drain on national energy. This will decrease the demand for energy. Residents of buildings already present will be encouraged to take install heaters, however this will not be a mandatory thing. To ensure a constant supply of hot water however, smaller immersion heaters may still be installed. This will ultimately leave costs similar to the present, yet will be much less of a drain on energy.

Subsidised School Bus Service Act

Under this bill subisidies will be provided to school bus services to encourage people to use public transport to get to school. Subsidies will be based on income, with the poorest getting the service completely free. Also, subsidies will be greater if people are forced to travel to a school far from where they live, because all nearer schools are full (note that this extra amount does not include people choosing to go to school far away). Funding will come from the spare education budget unit.

Duty Of Private Healthcare Act

Under this bill, all private hospitals will be required to provide free treatment to all emergency patients which are brought to the hospitals. The hospitals will have a duty to continue to care for such patients free of charge until the patients are in a stable enough condition to be transferred to another hospital or discharged.
There will be a short transition period in which existing private hospitals will be given time to make preparations in order for them to comply with this bill. All new private hospitals will be expected to comply with this bill from the moment that they open. Hospitals which refuse to comply will be repeatedly issued with heavy fines, to the extent that it would actually be more profitable for them to treat emergency cases for free. Any money raised from such fines will go towards improving state hospital facilities.
