Inner City Development Act

Under this bill, government grants will be given to companies which build developments in inner city areas, in order to encourage companies to do so. The size of the grants given will depend on the suitability of the proposed development: the higher the positive effect on the residents of inner cities, the higher the grant.
This bill will bring many benefits. It will first of all stimulate the economy in these deprived areas, with job opportunities from both during and after the construction of business/industrial developments. It will also improve the quality of the urban environment in these areas, which combined with the economic improvements should lead to improvments in social affairs as a result of reduced unemployment, health problems etc.
The grants will be awarded as part of the standard planning process, which all developments will still have to go through. This is to ensure that local residents and businesses are consulted on any developments in their area.
This bill will be funded by one budget unit from the Industry & Business budget.

Ostrade Act

I propose that we start an Agency which assists Ostentian Exporters. I propose that we name this Agency Ostrade, and I have detailed my proposition below: Ostrade would be an agency of the Ostentian Government that aims to assist Ostentian businesses in entering overseas export markets, and boosts the national economy. It would be a statutory authority under the portfolio of the Trade and Industry Secretary. The agency would provide a number of services to would-be exporters, such as advice on prospective markets and opportunities, on-the-ground support in target countries, trade exhibitions, and assistance in finding potential investors. They also provide community education services, particularly in the area of teacher training, about international trade and related topics. General information would be provided at no charge and a range of free services would be provided to new and irregular exporters through the New Exporter Development Program. Specific tailored advice would be provided to Ostentian companies each year based on a quote in advance. Fees would be based on an hourly rate and their service levels are guaranteed. Ostrade would provide financial assistance to Ostentian exporters through the Export Market Development Grants (EMDG) scheme. Under the scheme, eligible Ostentian businesses are reimbursed for part of the export marketing costs they incur. The current Ostentian Trade and Industry Secretary would head Ostrade. Should the Trade and Industry Office cease to exist, the leadership of Ostrade shall be automatically transferred to the Cabinet Office. This may be changed at the request of the Prime Minister subject to approval by the House of Commons.

Regional Government Reform Act

Under this bill, the system of regional government in Ostentia will be reformed. There are two parts to these reforms, and they deal with regional governors and regional assemblies respectively.
Part 1: Regional Governors Currently, regional governors are appointed by the regional assemblies, with one exception. Under this bill, this system will be replaced by a system in which regional governors are directly elected. It will be up to the regional governments to decide which voting system is used, but regional governments will not be allowed to use any form of electoral college. Elections for regional governors will take place at the same time as general elections.
Part 1a: The Falahn Monarchy Currently, the King of Falahn serves as the region's governor. Under this bill, this system will come to an end and the governor of Falahn will be directly elected as described above. This decision has been agreed to by the King of Falahn, who will instead be taking on a different role in Falahn politics, the exact nature of which will be determined by the regional government of Falahn. This bill in no way affects the historic rights of the King of Falahn. As the King of Oredia does not hold the position of the region's governor, the Oredian monarchy is completely unaffected by this bill.
Part 2: Regional Assemblies Under this bill, regional assemblies will be elected at the same time as regional governor elections and general elections. The voting system used is again up to regional governments, although in assemblies where members are not directly elected, they must be appointed proportionally in relation to their party's vote share. This will not affect the right of the Kings of Oredia and Falahn to sit in their respective assemblies if they should choose to do so.

We would like to introduce Special Constables into Ostentia. A Special Constable is a volunteer who do police work around their normal jobs. They will be trained and have background checks to ensure they are suitable, but after that they are able to work at their convenience. As its volunteer work they are not officially employed but instead do it with the incentive of putting something back into the community. Its fairly clear (especially in areas such as Boondoxia) that the police force could do with more support in both equipment and officers.
Under this bill we would like to push the P&PPs policy of increasing support to the police force by encouraging people to get involved. This campaign (which can be funded by the Police, Security and Justice section of the budget) will involve TV, Radio and poster advertisements which highlights the positives in giving something back to the community. It will also involve the training of Special Constables and equipping them sufficiently enough to deal with the current problems. The Special Constables will work on the lower end of crime (such as graffiti or underage drinkers, etc.) so the qualified more experienced police are able to concentrate on areas like the Boondoxian crime syndicates. The Special Constable system has been proven to work in other countries. Its also a way of getting the much needed support to the police force and saving money in the long run.

Free School Counselling Act

A trained counsellor will be employed by each LEA. This counsellor will be available to go into schools and provide free counselling for any students that require it. Schools will also be encouraged to welcome any groups wishing to help with things like anger management classes, etc. to ease the burden. Funding to come from one unit in the education budget.
This bill will help education and social affairs.

This will ensure that research is carried out on all cures, not just those expected to sell well by the drug companies. Youth drop-in centres will be set up in urban areas. These will provide a place for young people to hang out, rather than causing problems on the street. The young people will also be encouraged to participate in the running of the centres, to ensure it satisfies what they want. Funding to come from one unit in social welfare. This bill should improve social affairs and law and order.

Carbon Emissions Trading Scheme Act

What does this bill propose? The Carbon Emission Trading Scheme is Ostentia's way of helping curb global climate change. Under the proposed scheme, secondary producers (eg, factories) and certain high pollutant primary producers will be allocated a certain amount of 'Carbon Credits' to use.
How does it work? From when CETS is enacted, a corporation will be allocated a certain amount of Carbon Credits determined to be fair by the Department of Industry and Trade. This will be a mathematical calculation based on the size of the factory, their net produce, their industry and their type of pollution. Corporations that perform better than expected, and have spare credits will be rewarded with the ability to sell their spare credits to other corporations that over-pollute. Over time, the number of credits allocated will be reduced forcing each corporation to reduce its pollution, or pay hefty fines. Producers will be audited and measuring devices will be fitted to all emitting equipment. A series of information sessions will be held for corporations who will be under this scheme, this will allow corporations to act within the law, learn about auditing, techniques of reducing pollutants and to provide general advice.
How does it benefit Ostentia? This is the most effective way to curb carbon emissions. It gives money into general revenue, and forces factories to develop more efficient ways to building produce. Money which is put into revenue can be placed towards R&D grants as discussed in the initial manifesto.

Vehicular Efficiency Act

Under this bill, all new vehicles manufactured from the date three years after enactment will be required to comply with fuel efficiency regulations. A minimum of 30mpg must be obtained in laboratory tests by all regular personal vehicles. This applies to both regular cars and SUVs (it's possible for SUVs to obtain this, and relatively easy too). Ideally over time it is hoped that the benchmark can be raised, however 30mpg is a reasonable target for the forseeable future. Vehicles currently in production will not have this rule applied, and neither will cars currently on the road.
This bill will help improve the environment by using less fuel, and possibly the economy, as people will be spending less on petrol/diesel... .

ACKNOWLEDGING that the opinions of members of parliament may differ greatly over subjects.
ACKNOWLEDGING that every country has value that can be useful to Ostentia and by supporting sides in a war can endanger countries regardless of how much or little support is given.
ACKNOWLEDGING that countries may still wish to attack Ostentia. In such circumstances this motion is rendered inapplicable so that Ostentia may defend itself. This clause may not be used for "first offensives in the interest of defence".
THEREFORE we believe Ostentia/The House should declare neutrality in all international conflicts yet to come (for the purposes of this declaration an international conflict is between two or more legitimate recognised governments. It does not apply in cases of civil war or internal unrest), regardless of past associations or political beliefs. In addition, Ostentia will have to grant the opportunity for formal relations with all legitimate governments encountered, again, regardless of past associations, though the country itself may choose to decline the offer. This clause shall not prohibit Ostentia from serving as a mediator in international conflicts where instead it shall be charged with behaving objectively and without outside influence
This would maximise foreign relations and open up numerous opportunities for trade, as well as peace discussions, should the need arise.
HOWEVER this declaration shall not prevent Ostentia from intervening in the internal affairs of a country at the request of its legitimate government
In no way does this declaration inhibit Ostentia's actions in places where no government exists

Epiphany Metropolitan Rail System Bill

For too long Epiphany has languished under the strain of traffic congestion. Even the bus service struggles under the loads of people, and it too is not immune to the gridlock. We must seek another option. We must go underground. Epiphany is a city which seems unique in the developed world, in that it is without a Mass Rapid Transit System. Under this bill, the problem will be rectified with the use of a network of underground trains, on several lines. This will be known as the Epiphany Metropolitan Rail System, or EMR/Emer for short. Fig 1: Schematics (not to scale) The red dot is the CBD. The blue streak is the river Ly. The letters stand for "Inner", "Middle" and "Outer".The benefits are many. The system will be greener. With the option of a cheap MRT, people will be less willing to use their personal vehicles, leading to reduced efual usage and emissions. Road safety will increase as traffic volume decreases. The economy will benefit, not only from the new jobs created, but because of the decreased waiting time throughout the city. No longer will meetings be missed, workers be late and pizzas go undelivered (well, not that they'll be using the trains to deliver pizza, but the roads'll be clearer). The cost for this enterprise will be four budget units, one per line built and one for the connecting lines. The underground itself will be linked in places to the main over-land stations in Epiphany. Once in place, it will cost one budget unit per term to run, but will be mostly self-financing. Any questions? Is four budget units alright, considering it took two to tunnel under the limestone of Apaturi Bay, and Epiphany is build mostly on softer clay...
