Pfandflaschen Act

Act of Parliament
 
Under this bill, the price of bottled or canned drinks will be increased by a small amount.

This amount can be returned to the purchaser on returning the bottle or can to a store which sells that product.

The bottle will then be returned to the manufacturer by the store. The manufacturer will then recycle or reuse the container.

This bill should increase the amount of waste recycled in Ostentia, or at the least discourage bottle/can usage.

Abortion Act (2009)

Act of Parliament
 
Under this bill,

1. The time period in which a woman may legally request an abortion will be increased from 16 weeks to 17 weeks after conception. The time in which an abortion can legally take place will be increased to 18 weeks after conception.

2. After a request for an abortion is made, a period of at least one week must pass before an abortion can take place. Upon requesting an abortion, a woman is under no obligation to go through with the procedure.

3. Upon requesting an abortion, a woman is to be given detailed information informing her of the nature of the process and it's consequences. The information should be balanced, but also contain a broad range of opinions and arguments. The patient should also be given information about other possible courses of action, such as adoption. Finally, if the abortion is requested after the 13th week of pregnancy, the patient is to be provided with a scan of the fetus. The aim of this is to ensure that the patient is able to make an informed decision about the abortion.

4. No national health funding is to be used to fund abortions. States are free to provide their own funding if they wish.

NB: The provisions of this bill only apply to those situations when an abortion is requested. Situations when there is a grave risk to the mother's life or health are unaffected by this legislation.

Tax Redistribution Act

Act of Parliament
 
Under this bill, the tax system of Ostentia shall be altered as follows:

1. The rate of VAT shall be increased to 20%.

2. Capital gains tax will be made progressive, charged at the same rates as income tax.

3. The Progressive Income Tax Act will be ammended as follows:
a. the text "Very High Income - 50%" will be added beneath the current categories.
b. the text "definitions of "Low Income", "Middle Income" and "High Income"" will be replaced with "definitions of "Low Income", "Middle Income", "High Income" and "Very High Income"".

4. The boundaries of income tax will be shifted so as to reduce the overall burden of income tax, so that the net result of this bill leaves the BTR unchanged.

Government Building Energy Standards

Act of Parliament
 
Under this bill, all government buildings will have to check their energy efficiency. This will include a check of the energy efficiency of all appliances within the building and the thickness of insulation in the building.

Each figure will then be adjusted to take into account the purpose of the building, and then given an index, whereby 100 is the most efficient any building of that sort could be, and 0 being the least efficient possible. Buildings will then be assigned a letter according to this scale:
95+ A*
85-94 A
75-84 B
70-74 C
65-69 D
60-64 E
50-59 F
<50 G

This information will then be made publicly available, and must be kept viewable either just inside or just outside the door at all times.

For any government building with a rating below a C, the responsible government authority must immediately set about bringing the building up to a C standard or better.

The cost of this bill is to be 10 budget units, to be included in the administration section of the budget.

Fair Plan for the Mapanganibayan Recovery

Act of Parliament
 
1. 100 units per month, for three months shall be disbursed to the government of Mapanganibayan to use towards recovery.
2. A humanitarian force of at least 4 platoons will be sent to Mapanganibayan to serve as part of the rescue effort and to help restore order for three months. Should the Military Confederation Act pass prior to the end of the three months, the recovery effort shall be subject to such regulations. Additional time, regardless of the status of the MCA, shall need to be approved by the Ostentian House of Commons.
3. Mapanganibayan shall be entitled to ask for any sort of political advice and or intellectual help for up to one whole year, without question.
4. Mapanganibayan shall be entitled to ask for formal relations, if not already established, and any agreement assented to will be effective for one whole year, changeable only by mutual consent.
5. The Government of Ostentia shall established a government and privately monitored charity fund to benefit the government and citizens of Mapanganibayan in their recovery. Citizens of Ostentia are welcome to submit donations of money, food, construction material, or anything that is applicable to the recovery of Mapanganibayan.
6. The Government of Ostentia cannot revoke any part of these terms for at least 3 months upon enactment of the bill.

Electoral Reform Act (December 2009)

Under this bill,

1. The current system of electing members to the House of Commons will be abolished.

2. In its place, the Additional Member System will be introduced, with 100 members being directly elected from single member constituencies, and 54 members indirectly elected from regional party lists to make the final result proportional.

3. As this bill reduces the House of Commons by 26 seats, the required Administration budget shall be reduced by 10 units.

Military Confederation Act

Act of Parliament
 
AN ACT to create, commission and activate a more perfect, unified, uniform, active Military Armed Forces Confederation of Ostentia.

§1. SHORT TITLE.

This Act may be referred to as the Military Confederation act of 2009.


§2. PROVISIONS.

Upon approval, this legislation shall achieve the following:

1: All current existing military branches in Ostentia shall heretofore cease to exist.

1A: All officers and enlisted men shall continue to hold equivalent ranks in the newly established military.

2: In the absence of the vacated military, a Armed Forces confederation will be created to protect Ostentia, and if need be, provide an offence if such option should ever be necessary.

3a: The branches of military service in Ostentia shall be defined as the the Regular Army of Ostentia, the Regular Navy of Ostentia, the Regular Air Force of Ostentia, the Regular National Guard of Ostentia, and the Regular Coast Guard of Osentia.

3b: The informal names of these branches are the Army, Navy, Air Force, National Guard and Coast Guard.

4: The branches of the Air Force, National Guard and Coast Guard are permanent branches, whereas the Army and Navy branches are to be activated only by approval of the Ostentian House of Commons. Such activations should only be needed in a time of war, and only when offensive firepower may be needed.

5: The membership criterion of the Army is to be defined as any soldier who signed up during any activation of the Army as well as any transferred National Guardsmen.

6: The membership criterion of the Navy is to be defined as any soldier who signed up during any activation of the Navy as well as any transferred Coast Guardsmen.

7: If the Army and/or Navy are activated at any time, these branches may ask for National and Coast Guardsmen (respectively) to serve in their branches.

8: Upon deactivation, any Army personnel are to return to the National Guard. Any Navy personnel are to return to the Coast Guard.

9: The primary duties of the Air Force, National Guard and Coast Guard are to provide defence for Ostentia as well as assist in intelligence, transport and diplomacy (such as the protection of cargo and or diplomats). Another duty is to provide offence (especially the Air Force in particular) if it is needed.

10: The duties listed above are not all inclusive.

11a: The National Guard and Coast Guard may be called by the Prime Minister to attend to any major disaster on Ostentian land or its immediate waters. Such assistance that can be provided is to aid the police, emergency services and humanitarian aid. The Prime Minister can call for the National Guard and Coast Guard without parliamentary approval from the House of Commons for a period not to exceed seven days (rescue services and humanitarian aid is increased to fourteen days). Immediately upon the expiration of the time period, the Prime Minister must receive permission via the House of Commons every seven days (fourteen days for rescue and humanitarian aid) to continue the effort or he/she must recall the forces.

11b: If in case of any military effort (foreign or domestic) not covered under 11A, the Prime Minister must secure the support of the House of Commons. Such authorization must be renewed every fourteen days (seven days for domestic military active defence actions on Ostentian land or its immediate waters)


§3. ADDITIONAL COST.

The Federal Republic of Ostentia shall expend 350 units recurring each term under the defence budget. This is achieved by the 250 units normally expended (which was to supplment the previous Armed Forces) as well as 100 additional units added on.

Higher-Ed Expansion Grant Act

Under this bill, the excess allotment of 260 units in Education will be used to create a "grant fund" that will allow states to earn funds from the grant to expand currently existing universities and create new ones. The ultimate goal is to help reduce the burgeoning burden of increasing student-to-teacher ratios. The fewer students to a teacher there are, the more time a teacher can focus on each individual student. Also, this would mean more teachers will be hired, thus leading to a boom in the educational economic sector.

This is a recurring expense.

Federal Railways Act

Under this bill,

1. The core rail network in Ostentia, comprising all main routes between state capitals, shall be placed back under the administration of the National Government.

2. All other state rail routes shall be continued to be administered by state governments. Private rail franchises will also be unaffected by this bill.

3. In order to fund this, the transport budget will be increased by 300 budget units.
