What amazes me more is that he's fluent in Ostentian, despite never having come here before. And how we all use the same language, despite being made up of many different nations...

The nations that Ostentia is made up of have been interacting so closely for so long that their languages have slowly merged into one Ostentian language...

Germany had something resembling a unified language long before it existed in it's modern state.

BTW, the only reason that teachers haven't started strike action right now is because I'm desperately trying to finish my geography coursework.

IT does need to be compulsory. IT skills are highly sought after in the industry.

Ostentian Literature is compulsory only for more able students. Consider those who are less able at Ostentian; they now have to do it twice. Ostentian Language is the basic need. Literature is an additional.

Oh yeah, furthermore, I didn't say MODERN Language. Latin is not a modern language but is still taught in some schools. As such, it could be an ancient Ostentian language or something.

I've editted out the coursework/exam thing. I'll just propose it as another bill later :) (Yes. I want to pass it. Exams fail. Coursework rules. Choice is even better).

If, by the end of the day, popular opinion points in favour of the bill, I give permission for a cabinet member to move it... or whatever the term is, as I won't be on again today.
