I move that the rail network bill be ammended as follows:

Original Bill:

Under this act, the national rail network is to be divided into franchises, with one franchise for each region. These franchises shall then be leased to private companies, which will then run the rail network in that area, including trains, tracks and stations. The companies must renew these licenses every 15 years, and the companies shall also be subject to reviews and inspections by a national regulatory body, which shall have the power to sack the franchise operator. Companies may run more than one franchise, but may not run more than 2/5 of all franchises. This should prevent the formation of monopolies and ensure that competition keeps prices low and services satisfactory.

This bill shall not require any funding, as it will decrease government spending, as opposed to increasing it.

Ammended Bill:

Under this act, the national rail network will be run by a semi-independant government body which will have the power to set non-season ticket fares and will also be responsible for the upkeep of the rail network. It will be economicaly independant from the government but the government will be able to control its policy and service decisions if it so chooses. Season ticket fares will be set by the government.

This bill will not require any funding as this is how things are working now anyway.
