NOTING that government trust is at a mere 29%,

REALISING that this would allow a motion of no confidence to be created by an opposition leader,

ACCEPTING that I am not a member of any of the three official oppositions,

CONCEDING that I am in no positon to call a vote of no confidence,

"I move that this house state its support for a motion of no confidence in the government."

Why on earth would that give you a trust boost? The only thing that it could possibly boost is strength.

Because you managed to get it to fall so low during the last time you were in government. Spending time in opposition doesn't give you a clean slate. ;)
