I move that this house condemn the speaker for his threatening to remove the rights of two MPs to partake in question times for the rest of the term, as in my eyes this would be both wholly unfair and an abuse of power.

If the right honourable gentlemen wishes to give me the power to change the constitution at will, thus effectively giving me the power to do whatever I want to the country without it requring approval from parliament, then there would be no 'delays' as he puts it.

It shouldn't require a constitutional change, because private votes are not guarenteed in the constitution. A simple statement motion in favour of it would probably suffice.
