By the way, this is a completely free vote from the government's point of view. Government members may vote any way they wish.

As it should be the case with every vote, all MP's should feel free to walk across the floor without persecution of their fellow MP's (obviously this isn't real world obtainable - but, it's democracy)

Be careful about the use of the phrase crossing the floor - it normally means defecting to another party.

Anyway, cabinet ministers are also bound by the doctrine of collective responsibility - basicly, the government stands together and the government falls together. It's the only way cabinet government can effectively work.

Anyway, on MP there are essentially three types of votes:
1. Whip votes - votes where members are ordered by party leaders to vote a certain way, or votes where the "wrong result" could lead to the collapse of a political party.
2. Normal votes - members are not specifically ordered to vote one way or the other. However, party affiliations and loyalty often make it clear that one result is favoured over the other.
3. Free votes - votes where a party genuinely has no preferred result. Members vote how they please.

I don't think any party has ever tried or succeeded to do that.

The Boo Party especially does not spring to mind.
