The 30mpg applies to "regular personal vehicles"! Vehicles opperated by companies (ie, trucks etc, which arn't personal) and public transport would be exempt! I knew I wasn't short-sighted enough to notice that...

I did not raise an objection because I had effectively no access to the internet for 2 weeks.

And a personally owned large van/minibus would be included, as would a combine harvester...
