It was entirely legal - the "couple of days" has never been a legal requirement, and I am fairly sure that on at least once occasion I opened parliament without delay.

And Miniyoda008's reasoning as to why this was voted on first is also correct.

EDIT: Cieran, what do you mean parliament hasn't started?

Well as far as I was aware it hadn't been opened yet...

The forum had its read only status removed and the speaker made an opening motion - the house has therefore been opened.
