It was entirely legal - the "couple of days" has never been a legal requirement, and I am fairly sure that on at least once occasion I opened parliament without delay. And Miniyoda008's reasoning as to why this was voted on first is also correct. EDIT: Cieran, what do you mean parliament hasn't started? |
