I move that the Governments proposed changes to the rate of taxation, whatever they may be, not be voted upon during this session of Parliament.

You may as well Guillotine the Opposition's attempt to ban turtles.

I didn't know the opposition planned to ban turtles.

I do however know that the Government planned to raise the rate of taxation.

They aren't. It was an abstract example used to point out that you can't simply guillotine things which don't exist.
