I don't have time tonight to draw up a proper bill, that'll likely happen on Tuesday. But, here is the gist: Ostentia will have five branches of service: the Army, Air Force, Navy, Coast Guard, and National Guard. The Coast Guard and National Guard are the last lines of defence for Ostentia should an invasion reach it. The Coast Guard and National Guard may also send members to the Army and Navy respectively if they are needed there and vice-versa. The Army and Navy are primarily offensive, and the Air Force is a hybrid. All three forces can be offensive or defensive if the situation warrants it. The Cost of this bill is two additional units permanent, and funds the troops, training weaponry and administrative fees. In addition, the two mandated units already being spent will be reallocated to be spent to fund our armed forces better. This essentially means that four permanent units will be spent on our forces. |

Here is the text of the bill, long overdue: I, the Right Honourable Kay "DynamoJax" Jackson, the MP for the constituency of Enchwood in Enchiridion, do hereby introduce to the Ostentian House of Commons thereof: [start text] AN ACT to create, commission and activate a more perfect, unified, uniform, active Military Armed Forces Confederation of Ostentia. §1. SHORT TITLE. This Act may be referred to as the Military Confederation act of 2009. §2. PROVISIONS. Upon approval, this legislation shall achieve the following: 1: All current existing military branches in Ostentia shall heretofore cease to exist. 1A: All officers and enlisted men shall continue to hold equivalent ranks in the newly established military. 2: In the absence of the vacated military, a Armed Forces confederation will be created to protect Ostentia, and if need be, provide an offence if such option should ever be necessary. 3a: The branches of military service in Ostentia shall be defined as the the Regular Army of Ostentia, the Regular Navy of Ostentia, the Regular Air Force of Ostentia, the Regular National Guard of Ostentia, and the Regular Coast Guard of Osentia. 3b: The informal names of these branches are the Army, Navy, Air Force, National Guard and Coast Guard. 4: The branches of the Air Force, National Guard and Coast Guard are permanent branches, whereas the Army and Navy branches are to be activated only by approval of the Ostentian House of Commons. Such activations should only be needed in a time of war, and only when offensive firepower may be needed. 5: The membership criterion of the Army is to be defined as any soldier who signed up during any activation of the Army as well as any transferred National Guardsmen. 6: The membership criterion of the Navy is to be defined as any soldier who signed up during any activation of the Navy as well as any transferred Coast Guardsmen. 7: If the Army and/or Navy are activated at any time, these branches may ask for National and Coast Guardsmen (respectively) to serve in their branches. 8: Upon deactivation, any Army personnel are to return to the National Guard. Any Navy personnel are to return to the Coast Guard. 9: The primary duties of the Air Force, National Guard and Coast Guard are to provide defence for Ostentia as well as assist in intelligence, transport and diplomacy (such as the protection of cargo and or diplomats). Another duty is to provide offence (especially the Air Force in particular) if it is needed. 10: The duties listed above are not all inclusive. 11a: The National Guard and Coast Guard may be called by the Prime Minister to attend to any major disaster on Ostentian land or its immediate waters. Such assistance that can be provided is to aid the police, emergency services and humanitarian aid. The Prime Minister can call for the National Guard and Coast Guard without parliamentary approval from the House of Commons for a period not to exceed seven days (rescue services and humanitarian aid is increased to fourteen days). Immediately upon the expiration of the time period, the Prime Minister must receive permission via the House of Commons every seven days (fourteen days for rescue and humanitarian aid) to continue the effort or he/she must recall the forces. 11b: If in case of any military effort (foreign or domestic) not covered under 11A, the Prime Minister must secure the support of the House of Commons. Such authorization must be renewed every fourteen days (seven days for domestic military active defence actions on Ostentian land or its immediate waters) §3. ADDITIONAL COST. The Federal Republic of Ostentia shall expend 350 units recurring each term under the defence budget. This is achieved by the 250 units normally expended (which was to supplment the previous Armed Forces) as well as 100 additional units added on. [/end text] Reasoning: This is a no brainer. This bill was supposed to be offered last term, but elections ended up pushing the bill off the calendar. EDIT: ADDED 11A and 11B. |

National Guard - A militarized police force that can defend Ostentia as well as provide aid or relief (OOC: think National Guard during Hurricane Katrina in the US). Very utilitarian group of folks. EDIT: Wrong way to phrase this. It's not really a police force, and it's not permanent. They can assist the police/emergency services if say a storm rips through a city and the police and emergency services are swamped. They can also help defend a city should any force (highly unlikely, but still) should attempt to invade. |

No, not permanent. It's basically a utility group, who can step into the role of augmenting police and security if natural disasters or if an invasion reaches any part of Ostentia. EDIT, see my edited post two posts up. |

In response to CC0's concerns about a potential permanent military police force leading to a permanent military state (which after the June 2009 mayhem, I am firmly against), I have offered a new section 11A and 11B which installs rigorous time limits on military action/authorization (although rescue and humanitarian aid services via the Military Confederation is a tad bit more lax). I also converted the bill to be friendly in terms to the new budget. |
