According to the new system:


Official Bill Text TBA:

1. The Ostentian House of Commons will expand to the number of 200 seats.
2. Each State shall have six seats designated as overflow seats. These seats cannot be taken away.
3. A census will be taken every three terms, and the results posted by the Speaker (or CC0/whomever). Every other month a census is not being taken, the "Census Bureau" can estimate the populations, and guess if a state is gaining or losing seats.
4. Each state shall be guaranteed one seat via allocation. (This means that each state will have AT LEAST seven MP's). There is no limit to number of allocated seat to a state.
5. All allocated seats are FPTP (First Past The Post). Any party who fails to capture that seat shall receive one point per percent they earned in each failed seat for that state (rounded up if the tenths is 5 or greater). The winning party in the seat does any points from that seat. These points will be used to determine who wins the overflow seats in the state.
6. The Prime Minister Elections shall continue, but if a tie should occur, there shall be a strict 24 hour period in which leaders negotiate with other leaders. If a majority block should form, they win. If no majority block is formed, then the following tiebreak is established:

a: Total Number of MP's elected by allocated seats (excluding Overflow)
b: Total Number of MP's elected by total seats
c: Total Number of States Won
d: Total Strength of Victory (Average of the percentage of seats held in each and all 13 states)
e: Total number of Votes cast for parties

If the tie is absolute (i.e.; none of the above established tiebreaks breaks the tie), the entire election is null and is repeated.

In Practice (How it works):

REAPPORTIONMENT AND ALLOCATIONS:

1: The entire population of Ostentia is determined.
2: The entire population of each state in Ostentia is determined.
3: 6 x 13 = 78 Seats are Overflow. This is subtracted from the total number of seats, which leaves 122 seats that can be allocated.
4: The entire population is divided by 122 to get the magic quota number. Lets say that Ostentia's population is 40,000,000. It will take 327,869 people to win a seat.
5: The states are lined up from largest to smallest populations, and each state earns a seat. Everytime a seat is given, the magic number is subtracted from their remaining unallocated population. Once a state earns a seat in that round, it cannot earn another seat until all other states have earn a seat. Once a state cannot make the quota, they are set aside until all other states exhaust their ability to fully earn a seat. Even if a state cannot render a full quota for even the first seat, they are granted that seat anyway as all states are guaranteed one constituency seat by allocation.
6: The remaining seats are then given to the states closest to the quotas, in the same process as before, until seats run out.
7: Should a state tie for a seat, the tiebreaker goes to the first state alphabetically.

In the first image, states are stacked from highest population to lowest (all figures are simulated. Each round of seats depletes the total number of pouplation still left, and the states drop out of contention if they do not have enough people to form another seat.

This second image ranks the remaining population in each state, and takes the remaining unallocated seats and gives them to the states closest to the magic number, as well as showing how many seats are allocated to each state, and the total number of seats (constitutencies and at-large Overflows) for each state.
