Under this bill, the Office of the President will be created. The President will be a ceremonial head of state, responsible for signing all Acts of Parliament into law and for representing Ostentia in international affairs. The Prime Minister will remain head of government. The President will be elected every two months by instant runoff voting. (OOC: DemoChoice would be good for this) The President cannot be removed by a vote of no confidence. The President can only be removed if they are convicted in an impeachment trial by two-thirds of all membership of the House of Commons. The President is responsible for dissolving the House of Commons and calling general elections. |

1. System, yes. One that actually does something. I think it'd be interesting to break from the Westminster system, though this bill is effectively nothing. 2. There IS no upper house... |

*appears in a cloud of smoke, clutching a certificate of election* :ph43r: Anyways... as stated, there is no point in creating a ceremonial president as an actual role for members of the forum. There are also complications with holding the vote on an external site, as an electoral roll of emails would need to be set up and constantly updated, not to mention that requiring that members log on to an external site will reduce the liklihood of people voting. Also, this bill would need to ammend the constitution. |
