Under this bill,

1. The core rail network in Ostentia, comprising all main routes between state capitals, shall be placed back under the administration of the National Government.

2. All other state rail routes shall be continued to be administered by state governments. Private rail franchises will also be unaffected by this bill.

3. In order to fund this, the transport budget will be increased by 300 budget units.

The decision to devolve the railways in the first place occured during times of limited financial resources, and a political culture in which rail planning was overly centralised.

Thankfully, both the times of limited resources and micromanagement culture are behind us, so the previous scheme can be rolled back to some extent.

Yes, the devolution of the railways was not part of the constitution.
