Electoral Reform (2d) Bill 2010; Because I has election machine

Under this bill:

(1) The Ostentian House of Commons will be expanded to 160 seats, with 100 constituencies as per the Electoral Reform Bill (December 2009) (OOC: the New Election & Constituencies Topic in General Politics) and 60 party-list seats.

(2) The House of Commons shall be elected via the Sainte-Laguë method of proportional representation.

(3) The Census Bureau will determine the population of each state and constituency.

OOC: CC0 said I could use ADSvote as the results machine for the next election. This bill facilitates that. §3 is for because ADSvote requires vote counts for each party in each constituency.

CC0 only said that he wasn't running an election night. It's for PJ to say what is and isn't acceptable.
