The Assembly is the legislative branch of the Northern Union's government. All legislation must receive a majority in a vote here before being passed into law. Other things can also be voted on here. There follows a guide to the Chamber of the Assembly.

Legislation

The Assembly's main function is deciding what legislation becomes law. To get a piece of legislation passed, you must start by proposing your bill in the Chamber, where it can be debated. A minimum of 24 hours must be allowed for debate, unless the legislation is proposed in the clean-up period (explained later). During the debate, the legislation may be amended in any way without the need for a vote. Additionally, Assembly members may propose such measures as a referendum.

After the debate period, you may move your legislation to a vote (suggested wording: "I move that the [bill name here] be passed into law" or "I beg to move"). The vote will last approx. 24 hours. If a majority is acheived, the bill will be passed into law.

Amendments

Amendments may be made to legislation after it has been passed into law. These are similar to bills themselves, and usually take the form "I move that [bill] be amended as follows. [proposed changes]" There is no minimum required debate time for amendments, but the standard 24 hours is recommended.

Statements

A statement motion may be used to make a point or to gauge support for something. They typically take the form "I move that the assembly state its support for such and such" or "I move that the assembly condemn such and such". There is no debate period for a statement motion, instead they will be put to vote immediatly.

Motions of no confidence

If an opinion poll falls below 30% a motion of no confidence may be called. In the case of a government opinion poll, a motion of no confidence in the current administration can be called. This would force the Prime Minister resign and cause a general election.

In the case of the national issues opinion polls, the motion of no confidence in the government's policies on that issue or in the relevant minister (if applicable) may be called. In the former case, should the motion pass it would significantly reduce government strength. In the latter case, the minister in question would be expected to resign, or be forcably ejected by the Prime Minister. Should this not happen, the government would suffer a major blow to trust.

Returned Motions

Should a motion end in a tie, it will be returned to the floor (unless it requires a 2/3 majority to pass), and may then be voted on again. However, this will only happen if requested, and then only when there is no other outstanding business.
