I've recently replaced my entire collection of PAL carts with NTSC versions. This gave me the chance to compare the different versions of the games I had. I feel like there might be a few errors on your list!

1080 Snowboarding - PAL version is noticeably slower (The lap 'timer' is 20% slower too, as well as the music)

Extreme-G - PAL version is slower.

Extreme-G 2 - PAL version is slower

GoldenEye 007 - PAL version is NOT optimized, it is noticeably slower without a doubt.

Perfect Dark - PAL version much slower! Easily noticeable when running, her footsteps are audibly much slower. PAL version feels like your moving around in treacle! (Looks better tho, especially on a 50" HDTV)

Resident Evil 2 - PAL version is slower/Not fullscreen

South Park - PAL version is slower/Not fullscreen

South Park Rally - PAL version is slower/Not fullscreen

Turok - PAL version is slower/Not fullscreen

Turok 2 - PAL version is slower/Not fullscreen

Turok 3 - PAL version is slower/Not fullscreen

Started to notice a pattern here! Looks a lot like anything made by Acclaim was not PAL optimized :)
