For the last 3 years all of my 64 games have these plastic Baggie type covers and I'm not sure if that helps or hurts. Can humidity get in the Baggie and ruin the art on the cartridge or does it keep humidity out? Is it helping at all?

Both the n64 and the ps4 have 64 bit processors. Now I'm not saying the 64 could run crysis at 60 fps but I'm not saying it couldn't.

It's not hurting them. Beyond moisture, handling and UV light are the next biggest factors.

The fact that you're putting them in bags, means you're being careful with them, which is probably the real reason they'll last a long time in your care!
