N64 and fog

All of the above, basically.

Turok should get a pass. Sure, fog is better than visible pop ups, but it wouldn't have been the same game without the atmospheric fog.
A jungle setting with no fog or draw distance will look like the jungle level in Indiana Jones and the Infernal Machine. Clear, cold, and lacking a sense of urgency. It may have worked for parts in Infernal Machine, but no one wants to play an entire Turok game like that. It would be like playing Trespasser: Jurassic Park.
On second thought, that would've been a great N64 game!
