After five years as General Manager, I’ve come to accept that some people will believe what they want to believe about SEPTA, regardless of the facts. Most times we take the criticisms hurled at the Authority without making public comment and just continue to deliver service to our customers and build and maintain the system.

However, there are times when the allegations are so extreme and harmful that it becomes necessary to respond. What I am referring to are the recent events surrounding our fare increase. What began as a fairly straightforward challenge to the Authority’s right to implement a new fare structure, quickly turned into devastating accusations that SEPTA failed to comply with federal regulations and ignored our responsibilities under Title VI of the Civil Rights Act of 1964.

In an effort to further the case against SEPTA, the Federal Transit Administration (FTA) was contacted seeking information about the Authority’s obligations under Title VI relating to the fare increase. Regrettably, the FTA’s Office of Civil Rights initially responded without contacting SEPTA first to confirm that the information they received was accurate. As a result, a letter was submitted to the court that unleashed a barrage of false allegations that SEPTA discriminated against minority and low income riders.

We take our obligations to comply with Title VI regulations very seriously, a fact confirmed in a letter I recently received from the FTA Administrator. I want to publicly thank the Administrator for acting so quickly to set the record straight. However, I am afraid of the damage already done by the baseless and mean-spirited claims made public.

Just as your personal reputation is important to you, SEPTA’s corporate reputation — what our customers, elected officials, and stakeholders think — is important to the Authority and our employees. To imply in such a public forum that the Authority failed in its obligations to uphold the civil rights and liberties of our customers and that we failed to comply with federal rules and regulations has dealt a blow to us, certainly in the court of public opinion. Now we must wait to see if these baseless allegations will harm us in a court of law.

Whatever the outcome of the court proceedings, SEPTA will abide by the federal regulations that govern the way we work, not just because we have to but because that is the only way to do business.

septa needs to make public annoucments for something if the bsl will be shut down tommorow due to track work or all light rail service is shut down for inspection.


dont just throw it at the commuters without notice making them dig more into there pockets to find another way to get to there destination

dont just throw it at the commuters without notice making them dig more into there pockets to find another way to get to there destination

they need to DO better than that rather than posting them on their website some commuters probaly don't have acsess to a computer.

At Fern Rock, there are announcements over the crappy PA system informing riders of R5 (Paoli/Thorndale) changes, there are flyers all over the Center City stations, there are flyers on the BSL when a platform is going to close at Olney, or when they're painting.

If you really want information, try asking a SEPTA employee, or stop by the mis-information desk at Market East, or a ticket office at Suburban ;)

At least with the Elmwood network(as well as 10-63rd-Malvern), they post the notices pertaining to service interrupions in the casings/plexiglass holders mounted on the wall of the car, usually with a heading of:

ATTENTION:
Route(#) riders

Disruption of normal service/resumption of normal service

The green and white signs with the picture of the kawasaki on the heading.

Perhaps she perceived the court judgement as painting her administration (and by default, herself) as racist.
