SEPTA's Fiscal Year 2009 Annual Service Plan Public Hearings

The Southeastern Pennsylvania Transportation Authority (SEPTA) proposes to conduct public hearings regarding the proposed Fiscal Year 2009 Annual Service Plan.

Proposal

The proposed Annual Service Plan includes changes to the following SEPTA routes: City Transit Division Routes G, 38, 44, 52, 57, 77, 88 and 121; and Suburban Division Routes 93, 95, 99, 111, 113, 115, 117, 118, 119 and the proposed creation of Route 139.

Listed below are the projects and descriptions included in SEPTA’s FY 2009 Annual Service Plan. A Community Benefit Analysis has been performed for all of these projects. Implementation of the recommended projects will proceed pending the outcome of the public hearing process, SEPTA Board approval, and available funding.

CITY TRANSIT DIVISION

Route G

On the eastern end of the route, service to the Food Distribution Center (present terminus) would alternate with service to a new terminus at Columbus Commons (Ikea & Lowe’s). On the western end of the route, some peak hour trips are being diverted from Overbrook Station to 63rd & Malvern loop. This service is now operating under an Experimental Order and it is proposed to make the changes permanent.

Route 38

The proposed change to Route 38 involves routing via North Concourse Drive to add a stop at the Please Touch Museum, which is scheduled to open in a renovated Memorial Hall in October 2008. The proposed routing would preserve bus stops on, and access to, Parkside Avenue to the greatest extent possible. Implementing these changes would also make Route 38, the preferred tourist route, connecting Independence Mall, the Ben Franklin Parkway, the Art Museum, and the Please Touch Museum en route to City Avenue and the Wissahickon Transportation Center.

Route 38 Proposed Feb 2008 (21kb)
Route 38 As Proposed Feb 2008 (20kb)
Route 38 Tariff No. 57, Supplement 14 (19kb)

Routes 44, 52 and 121

Route 121 is operating well below SEPTA’s acceptable economic service standard. Rather than eliminating the service, our proposal will continue to provide service to 95% of the present riders, many who are reverse commuters, by a combination of Route 44 and Route 52 service that would each be extended to Gladwyne. Route 44 Gladwyne trips would follow the current Route 44 routing, and then operate via Woodbine Road to connect to the current Route 121 alignment to Gladwyne. Selected Route 52 trips would be extended via the current Route 121 alignment between City Avenue and Gladwyne. Many of the current 121 users now transfer from Routes 52 or 65 at City Avenue. The extended trips to Gladwyne would approximate the current Route 121 trip times generally used by the "reverse commute" riders.

FARE ZONE: Route 52 would become a two-zone route with a zone boundary at City Avenue.

Route 44 Proposed Jan 2008 (43kb)
Route 44 As Proposed Mar 2008 (43kb)
Route 44 Tariff No. 23, Supplement 12 (42kb)

Route 52 Proposed Jan 2008 (30kb)

Route 52 Tariff No. 79, Supplement 5 (29kb)

Route 121 Discontinued (39kb)
Route 121 Tariff No. 197, Supplement 5 (38kb)

Route 57

This is a minor routing change near Girard Avenue to address operational difficulties. In order to alleviate a difficult turn, northbound Route 57 trips are proposed to use Thompson Street to 2nd Street. This change is now operating under an Experimental Order and it is proposed to make it permanent.

Route 57 Proposed Jan 2008 (20kb)
Route 57 As Proposed Jan 2008 (19kb)
Route 57 Tariff No. 5, Supplement 6 (18kb)

Route 77

It is proposed to re-route via Cheltenham Square Mall and the SEPTA bus loop at Cheltenham and Ogontz in order to capture more shoppers and potential riders connecting from other routes. At the same time, it is proposed to straighten the route in Jenkintown to operate via Township Line Road. Most of the riders boarding or leaving along the current route alignment are transferring to or from Route 55 at Greenwood Avenue and Old York Road. This transfer activity would be moved to Township Line Road and Old York Road.

Route 77 Proposed Jan 2008 (38kb)
Route 77 As Proposed Feb 2008 (37kb)
Route 77 Tariff No. 39, Supplement 7 (36kb)

Route 88

A combination of schedule adjustments and minor route revisions are proposed to bring Route 88 within service standards. On the northern, most cross-town section of the route, it is proposed to discontinue some little used evening, mid-day and weekend trips and to discontinue the minor route diversions to Bethayres Station and Scotchbrook Drive. Service as far as Pennypack Woods would not be altered as a part of this proposal.

SUBURBAN TRANSIT DIVISION

Route 93

On the western end of the route in Limerick Township, service was experimentally deviated from Ridge Pike to provide direct service to the Philadelphia Premium Outlet Stores via Evergreen and Lightcap Roads. It is proposed to make this service permanent.

Route 93 Proposed Mar 2008 (31kb)
Route 93 As Proposed Mar 2008 (27kb)
Route 93 Tariff No. 148, Supplement 6 (26kb)

Route 95

Route 95 is proposed to be altered between Metroplex Shopping Center and Plymouth Meeting Mall. This change would provide service to neighborhoods and transit generators not presently served by public transportation

Route 95 Proposed Jan 2008 (32kb)
Route 95 As Proposed Jan 2008 (31kb)
Route 95 Tariff No. 114, Supplement 15 (30kb)

Route 99 and Proposed Route 139

It is proposed to split Route 99 into two separate routes. First, bus service between Norristown and Phoenixville (covering nearly 80% of the route’s total ridership) will be operated by Route 99. Also proposed is a rerouting to provide service to the Providence Corporate Center and Providence Town Center in Upper Providence Township. Proposed Route 139 would be created picking up the remaining portions of Route 99 and modified to serve more residential and commercial developments. The new route would begin at King of Prussia Plaza and follow PA Route 23 to Phoenixville. Within Phoenixville the route would act as a quasi-circular service serving Phoenixville Hospital, Main Street, as well as first time SEPTA service to be operated on the north side of the Borough along High Street and portions of East Pikeland Township that presently lacks public transportation. Between the Phoenixville Plaza Shopping Center and Royersford the former Route 99 routing would remain unchanged, but an extension to Philadelphia Premium Outlets via US Route 422 is proposed. This extension would connect with Route 93 and Pottstown Area Rapid Transit buses.

FARE ZONE: Route 99 would remain a two-zone route. Proposed Route 139 would be a two-zone route.

Route 99 Proposed Feb 2008 (47kb)
Route 99 As Proposed Mar 2008 (42kb)
Route 99 Tariff No. 118, Supplement 14 (46kb)

Route 139 Proposed (38kb)

Route 111

Service was experimentally diverted from the Concord Industrial Park due to low ridership to offer service to the newly constructed Concordville Town Centre and the Maris Grove Retirement Community located in Concord Township. SEPTA proposes to discontinue service to the Concord Industrial Park and continue serving Concordville Town Center and Maris Grove.

Route 111 Proposed Mar 2008 (33kb)
Route 111 As Proposed Mar 2008 (31kb)
Route 111 Tariff No. 87, Supplement 4 (31kb)

Route 113

Two changes are proposed. First, reroute eastbound buses to Chester Transportation Center via 3rd Street, Penn Street, PA Route 291 East and Welsh Street. This change would make a more consistent routing in both directions between Chester Transportation Center and 3rd & Penn Streets. Second, in an effort to generate more ridership beyond the Rivertown development, it is proposed to modify the route from 3rd Street and Highland Avenue to Marcus Hook by using Highland Avenue, 9th Street and Ridge Avenue, and then extend the route to Tri-State Mall in New Castle County to connect with DART First State bus Routes 1 and 61. Service along the present route between 3rd Street and Highland Avenue and Marcus Hook would be operated by altering Route 119.

FARE ZONE: Route 113 would remain a two-zone route. Minor adjustments would be proposed regarding the fare zone boundaries.

Route 113 Proposed Feb 2008 (43kb)
Route 113 As Proposed Mar 2008 (42kb)
Route 113 Tariff No. 161, Supplement 9 (42kb)

Route 115

In an effort to improve operational efficiency and ridership it is proposed to restore direct service to Ardmore over a different routing that was operated prior to 2002. The routing would be extended from Brookline via Darby Road, the Ardmore busway, County Line Road, Ardmore Avenue then terminate in Suburban Square using the route presently used by bus Routes 103, 105 and 106.

FARE ZONE- Route 115 would remain a one zone route. Minor adjustments would be proposed regarding the fare zone boundaries.

Route 115 Proposed Jan 2008 (34kb)
Route 115 As Proposed Mar 2008 (33kb)
Route 115 Tariff No. 129, Supplement 6 (32kb)

Route 117

SEPTA received a request by Brookhaven Borough to discontinue service along Trimble Boulevard and reroute via Bridgewater and Brookhaven Roads. The Borough believed that few residents were patronizing the bus stops along Trimble Boulevard. Staff evaluated ridership along Trimble Boulevard and determined that the Borough’s request had merit, and it is proposed to implement this change.

Route 117 Proposed Jan 2008 (30kb)
Route 117 As Proposed Mar 2008 (29kb)
Route 117 Tariff No. 59, Supplement 8 (29kb)

Route 118

SEPTA received a request by Media Borough to examine a constituent complaint regarding bus service operating along South Jackson Street. Based on traffic checks, ridership is very low along South Jackson Street and it is proposed to reroute southbound service to match the northbound routing which uses Monroe and 5th Streets.

Route 118 Proposed Jan 2008 (28kb)
Route 118 As Proposed Mar 2008 (27kb)
Route 118 Tariff No. 63, Supplement 14 (26kb)

Route 119

Presently, the route was experimentally altered during the Fall of 2007 in two locations to help generate additional ridership as the route barely meets the minimum economic performance standard. First, service was rerouted from Huddle Avenue and portions of Chichester Avenue to utilize Market Street and Meetinghouse Road. Second, the route was deviated to provide direct service to the Concordville Town Centre and the Maris Grove Retirement Community located in Concord Township. Both experimental routings have proven successful and are proposed to become permanent through the Annual Service Plan process. Also, two additional route proposals would be introduced. First, Route 119 would be altered between 3rd Street & Highland Avenue and Ridge Avenue & Market Street to provide direct service to Marcus Hook, replacing service presently operated by Route 113. Second, service would be discontinued between Chester Transportation Center and Crozer-Chester Medical Center due to low ridership and being duplicative with Route 117, and rerouted to provide direct service to Harrah’s Casino and Racetrack.

FARE ZONE- Route 119 would remain a two-zone route. Minor adjustments would be proposed regarding the fare zone boundaries.

this is a significant change for SEPTA, especially for the better. So I've listed some pros and cons about the changes:

G

Pros: Easier to connect to Columbus Commons and route 25
Cons: The service is limited (it even could be after experimental service)

38

Pros: New Please Touch Museum for service to
Cons: Well, who knows?

44/121

Pros: The 121 was always crazy bus, ever since it was the 44G. I know there must be alot of people who commute from gladwyne to center city, and if they dont have a car, then they have to depend on the 121. But the 121 was limited, with service in the morning, and afternoon.
Cons: This merge probably wont change much, and the 44 would be a more dependent bus.

52

Pros: Like i said, people without cars need to commute from gladwyne, so this add-on would be perfect
Cons: It'll be limited service

57

Pros: Thats a hard turn, so it'll be way easier
Cons: No cons at all; perfect for drivers

77

Pros: New service to Cheltenham Mall means connections to Route C,6,H and XH, and serivce to the mall
Cons: Might add on minutes for trip to Chesnut Hill

88

I really saw no pros or cons on this change, because I've never ridden the 88 =(. I guess that choice is up to the people who ride it.

93

Pros: New Service to the Outlet Mall
Cons: Not really, seems beneficial to shoppers and commuters in that area

95

Pros: New service to the Plymouth Woods Office Complex
Cons: No cons for this one either.

99/139

Pros: Service to Philadelphia Outlet Mall, connections with the 93, and service to Providence centers and offices. 139 offers faster service to Pheonixville, Spring City and Royersford from King of Prussia, and plus, "139" sounds cool.
Cons: It's gonna be a long stretch on Route 29 to Pheonixville.

(I think the 111 was already thinking of these changes last year)

113

Pros: NEW SERVICE TO DELAWARE!!! Easy operation around Chester TC
Cons: Marcus Hook commuters will have to depend on the R2(which is a Pro..for SEPTA). Or......

115

Pros: The elimation of the dreadful Brookline Transfer, and the re-marriage or the 115 and ardmore.
Cons: Couldnt find any

117

Pros: Further service to Brookhaven
Cons: Minor; people on Trimble would have to walk I guess.

119

Pros: Saving the people of Marcus Hook from a costly commute. New service to Harrahs eliminates the need for a 37/113 connection.
Cons: Marcus Hook commuters now need to connect at Chester to continue to thier commute to center city and points north

After all this is just an experiment, but i cant wait to see how this goes.

The 88 change is a pain in the @$$ to those of us (me included) who use the 88 to/from Bethayres station. Now, to get home, I can

A) walk half an hour
or
B) Get off at Somerton, transfer to the 58 and then the 67 at Verree.

Adds an extra half an hour either way.

It looks as though the goal of the 139 is to reduce travel time between Phoenixville and King of Prussia. As it stands now, the very long side-trip through Upper and Lower Providence has really degraded that section of the 99 (SEPTA would've been better off routing the 131 through Oaks and Mont Clare to Phoenixville instead of butchering the 99).

As far as Gladwynne, how many people in that part of Lower Merion Township would even be caught dead on the 121? The fact is that most service on that line is now geared towards reverse-commuting (though the upside is that if an when yet another new service is ever created in the suburbs, they can slot the 121 in it's proper place - but that's another rant).

As for the 113/119 changes in Marcus Hook, I don't know how people down there are going to take to having to change buses at Chester or walk to US 13 for a one-seat ride to 69 St Terminal. I also wonder if the 119 will see expanded service hours to replace the loss of the 113 in Marcus Hook.

Finally, since there are several changes that affect the Chester City area, and a pretty big change in the Phoenixville area, why are the only hearings being held at 1234 Market and in Plymouth Meeting?

I agree with your concern involving the 88. The base of the riding public dependent on the 88 consists of Mayfair & Holmesburg(Rowland Avenue) residents.
This is mainly on weekdays, rush hours only. The Holy Redeemer trips are best utilized during the daytime hours. After a certain time during the week & all day Saturdays and Sundays, ridership on the 88 is next to non existent.

The word going around is that the least utilized trips on the 88 will be eliminated. The Scotchbrook development portion(south on Bustoeton, west on Scotchbrook, north on Banes, west on Welsh) is slated to be eliminated but I don't think that is a good idea to do that just yet. A construction firm is in the process of creating a new line of duplexes or townhouses along Welsh Road, between Bustleton & Grant Avenues.

The current routing of the 88 between Bridge & Pratt to Holme Avenue & Pennypack Street has been in place for years, perhaps as far back as the final days of the PTC & the preliminary years of SEPTA(1968-1974).

The 88 ran through Pennypack Woods in both directions & it served the Outlook Avenue residential area that is currently served by route 19.
It's old terminus was Grant Avenue & Fordham Road.

Me too! In fact, with the 113 going to Delaware, it would be a heck of a lot easier and less expensive to go down there, since there is now a transit bus connection. Particularly a bus connection from 69th Street Terminal by way of Darby TC and Chester TC

That seems like a LONG route though, but I think it could actually work out quite well, especially for those in the Chester area.

I wonder what the service frequencies/hours would be like.

I love the fact that 113 is going to connect with DART.

The people who live up there is going to say "why is a SEPTA bus here"

It would be so sad if a SEPTA bus broke down up there they better make a deal with dart So if that happens they could have DART tow it to a bus depot or something

There are a few problems with this.....

a.) the 52 is already packed during the rush hour. can u imagine what it is going to be like wiht service to gladwyne...remember, people have to amke their connections with the EL, there are seniors, students, adn w/cs on the 52....so,why would u extend this line anywherre, when it does alot of work already?

b.)can u imagne what the 113 will be like when it is running late from delaware....control center forgets about when u are late on the 25 or the R or the 23, 17, 52, C, MFO, G, 66, 14/20.....u send them the text message that u are "10+ minutes late" adn they reply with a "thank you" adn then say " please do not call control center for delays."......yeah...oops.

C.) as far as the 38 goes...the please touch museum is a great idea...um...do we really want to show Mantua off to the rest of the world..be honest...remember lex street....

d.) The 77 is already pathetic...it is always late courtesy of that lovely rte. 309 construction...do u really want to add more work for this line...adn it carries a decent load..unfortunately septa brings out the checkers during the summer...and not during the year, when they should.

e.) the 95 added service is great...too bad at night, or on the weekends, you will miss the 100at gulph mills or the 27 & L out of the mall because septa won't retime stuff correctly...it's a known fact..
