My friend was down at Busch gardens and this is the bus that took him from the hotel to the Park. He told me it broke down on a spur RR track (not used on Sunday), and instead of waiting for another bus, the passengers walked the rest of the way. My question is , is this an Orion?

Yes, that is an Orion VII 1st Generation w/CNG power. I was just in Williamsburg from May 6th to 11th, & likely rode the very same bus at some point myself. The Colonial Williamsburg Foundation uses these for their shuttles from the Colonial Williamsburg Visitor Center to the historic area, as well as shuttles to Busch Gardens, Jamestown, & Yorktown.

There is also a local town transit system in Williamsburg, the Williamsburg Area Transit Authority (WATA). WATA uses 30-foot & 35-foot New Flyers. WATA & Colonial Williamsburg share a common maintenance facility for their buses, but the two entites do not mix their fleets or personnel, as far as I could tell.
