Mob disguise: Probably the most hilarious plug-in. Allows mods/admins to disguise as mods (I.E. Enderdragon, chicken, mooshroom, etc.) and troll players. ;D

Minecraft Essentials: This is definitely in my top 5 of useful plug-ins. Adds commands such as /kit so you can make preset loadouts that will give a player a full set of tools, armor, etc. There's a ton more of commands, but it would fill up this page.

Multiverse: Allows you to create portals to different types of worlds. I.E. Grief world, PvP world, Creative world, survival world, etc.

Worldedit: Tad, how long did the original arena take to make? About a month? Well, now you could make a REAL arena within an hour. Hell, you could make the Dallas Cowboys Stadium within a couple of hours with this. You use string as a virtual paint brush so there's no more hassle of slowly building by hand. The wooden axe also creates points (1-2) that you can replace, add, or delete anything!

Trading: Pretty self explanatory, it allows you to trade items with players without worrying about scams from drop-and-run situations.

Red Hat: Not a useful mod, but more of a joke mod just to allow people to place, let's say, a dispenser on their head or a chest. Useful? No. Entertaining? Yes.

Lockette: One of the holy grails among common Minecraft servers. Once you've crafted a sign, right click your chests, furnaces and doors to prevent anyone from opening them.

Bleeding: Another not-so-useful plug-in, but it's main for more detail when fighting someone or something. When hit by a player or a monster, you/the other person will drop (fake) redstone and red wool and, well, it will turn the ground red.

Timber: Allows players to cut down a full tree without having to constantly use other blocks just to reach higher for more wood.

(The following is mainly pertaining to Rom and/or Tad, but you can read it if you'd like)

I'd also suggest not giving EVERYONE the ability to /give themselves items and just give it to builders, moderators, and/or admins. The reason why the last 2 servers have lost the amount of people who played on it, in my opinion, is because there was no true single player aspect to it, so nothing would draw you back. Sure you could build more Mario and Sonic pixel art and make some elaborate piston/redstone contraption to create an amazing slideshow-type thing, but after a while, you're going to get bored of just flying around and.... Well that's about it.

As far as making EVERYONE a builder goes, no. the only time anyone should get builder is if they've made some pretty kickass Pokemon pixel art or some giant mansion that doesn't look like dung using their own materials, meaning no items spawned for them.

There should only be 3-6 moderators total seeing as you've gotta have people to keep an eye on the server as far as people's housing and builds go (until Towny is installed). Obviously there should be very few admins, 2-3 seems fair.

Tl;dr version:

Don't give everyone permissions to all the commands like /give.
