The empire has broken, and instead of one true leader representing them all as a whole, the military branches have combiend together to form a parliment or a senate in a sense -- the heads of each branch will meet and discuss important actions, and the head of the fleets will be able to act as a president -- That is, he can perform an action that was voted against as long as more than half of the leaders do not oppose him.
