If you’re a disabled person You may claim exemption from vehicle excise duty (car tax) if you're getting :

The higher rate mobility component of the Disability Living Allowance you may not have to pay vehicle excise duty (car tax) for a tax disc.

Restrictions
If you are the disabled person receiving one of the qualifying benefits as detailed above, the vehicle must be used by you, or for your purposes only. If the car is used by someone else for their personal use, then the appropriate excise duty must be paid.




If you are not the driver
Someone else can drive the vehicle for you but the vehicle must be used for your purposes - for example, for taking you to the doctor or for doing your shopping. If the vehicle is being used for the driver's own personal requirements then the appropriate rate of vehicle excise duty must be paid.






How to apply
Before you apply for your free tax disc you must have a vehicle exemption certificate (except Motability Contract Hire Scheme customers - see below).



Step one: get an exemption certificate

If you’re getting Disability Living Allowance, you’ll need exemption certificate DLA 404 from the Disability Living Allowance helpline:

You can get in contact 7.30 am to 6.30 pm Monday to Friday.

If you have a nominated driver, you must ask for their name to appear on the exemption certificate as well.

From 1 January 2006, Motability contract hire customers will no longer be issued with an exemption certificate. Contact the relevent agency for further information.




Step two: use your exemption certificate to apply for a free tax disc

If you’re buying a new car, you can apply for a free tax disc through the dealer. You’ll need to give them your exemption certificate but make sure you get it back afterwards.

If you already have the vehicle’s registration certificate V5C, you can apply for a free disc at the Post Office®. You’ll need to complete form V10 (Vehicle Licence Application) and take your MOT and insurance paperwork as well.

Your free tax disc will be valid for 12 months. Around six weeks before it expires you (or your nominee, if one has been named), should receive a renewal reminder form. This will let you relicence your vehicle online, by telephone or at a licence-issuing Post Office branch.

If you are on the Motability Contract Hire Scheme, Motability will register and license your vehicle for you. They will hold the Vehicle Registration Certificate for the duration of your contract with them.

They will also arrange for your car to be taxed annually in the 'Disabled Taxation Class' and will send you your new tax disc. It is important to tell Motability of any change of address or change of circumstances.


Vehicle excise duty (car tax) exemption won't affect other benefits you may be getting.

Hello Minxy,

As my husband has a disability as well as Hannah, he also gets dla. Like you we also use the free car tax as well as having a motorbility vehicle. This has been a god send as we do alot of travelling backwards and forwards to our local hospital as well as Adedenbrookes in Cambridge. We would have been well and truly up the creek as I had to give up work to look after our 2 special people in our family.

I don't know if anyone is aware, but if you go to Kwik Fit, you are entitled to free tyres also, you do not have to pay for tracking and balancing. We only found that after reading the motorbility magazine.

Not only that, but the motorbility scheme also allows for children with high rate mobility component of dla, as long as they are over 3 years of age, this inturn allows person to use the blue badge sheme. Please forgive me if I am telling you something that is all ready known, but new members may not be aware.
