STE-ANNE-DES-PLAINES, Que. (CP) - Serial killer Clifford Olson will remain behind bars after authorities concluded Tuesday he would kill again if released from prison.

"Mr. Olson presents a high risk and a psychopathic risk," National Parole Board panel member Jacques Letendre said, referring to a correctional service assessment of the man who killed 11 young people in British Columbia.

"He is a sexual sadist and a narcissist.

"If released, he will kill again."

The 66-year-old Olson was dishevelled and appeared delusional at his parole hearing as he blasted the board for not having jurisdiction over his case.

He told the hearing he had information about the Sept. 11, 2001, terrorist attacks and that he had struck a deal with U.S. Homeland Security officials.

The three-member parole board panel deliberated about 30 minutes before announcing its decision.

Olson refused to go back into the room for the decision.

The self-described Beast of British Columbia was eligible for the hearing because he has served 25 years of his life sentence for the killings, which shocked Canada in the 1980s.

Olson confessed in 1982 to murdering eight boys and three girls ranging in age from nine to 18.

Relatives of some of the victims attended the parole hearing north of Montreal and argued Olson should remain incarcerated for the rest of his life.

Olson is now entitled to a parole hearing every two years, although Justice Minister Vic Toews said recently the Conservatives are looking at changing the law which allows such regular reviews.

Olson provided information on the deaths and locations of the bodies, which were dumped in rural areas of B.C., after working out a deal with the Crown and RCMP in which he was given $100,000 in trust to provide for his family.

His incarceration was reviewed once before, at a faint-hope hearing in 1996.

At that time, it took a jury only 15 minutes to reject the possibility of early release. Public outrage over the hearing prompted lawmakers to amend the Criminal Code to strip serial killers of the right to the review after serving 15 years.

Olson lives in prison under a gag order obtained by Correctional Service Canada, forbidding him from contacting the families of his victims or the media.

After he was locked up, he had sent graphic letters to some of the victims' families detailing his crimes.

Olson had a long criminal record before becoming one of Canada's most notorious killers, with arrests for fraud, petty theft and break and enter.

He was jailed for indecently assaulting a four-year-old girl in Sydney, N.S., in 1978. He was released from prison in July 1980 and his first victim in the B.C. slayings disappeared four months later.

I've never understood why people who have been deemed to dangerous to ever let out of prison aren't executed.

I agree
It doesn't make any sense to keep them around, does it? Especially a guy like Olson.

Honestly, I'm surprised they didn't release him, give him a million dollars, and make him Mayor of Victoria.

I read that in the states, because of the multiple appeals that have to take place before you can legally execute somebody it actually costs less to keep them in jail for life.

If we can't just kill them all, I like the libertarian perspective. Stop jailing people for doing drugs, and we'll have the room and resources to keep the violent assholes in there for as long as we want.

Now I'm going to go home and watch The Shield, to see the good way of dealing with criminals
