Well, had psynergy been implemented correctly, then Sheba arguably might have make a better focused mage than Ivan. While Ivan focused on versatility, Sheba'd focus on raw power. The only thing really holding her back is that she shares Ivan's class...
All and all, though she'd not be able to keep up with Ivan when tapped out of PP due to her equipment options, she'd be able to do damage exceeding that of Ivan with the spells she casts. A combination of poor psynergy execution in the code and class cloning is the only real thing holding Sheba back as a viable option for 'primary jupiter adept'. Although she's pretty much back-row material in GS:TLA, after the Lost Age Remix hack is finished, these limitations will be removed, and she will become quite the powerhouse.

I'm curious as to what you mean by the correct implementation of Psynergy there, Role.
That said, along the lines of your proposition for a new class for Felix what do you think would have worked out well as a separate class for Sheba?

Well, by correct implementation, I mean it gets stronger at level up, just like attacking. Unlike physical attacks, where you get 'new equipment', psynergy's equivalent is 'new spells'. However, new spells alone cannot keep up with physical attacks, and because of this, Sheba gets stuck in the back row in post game in lieu of Ivan (unless there's a huge level difference or something).
Looking at growths:
HP: Sheba > Ivan
PP: Sheba < Ivan, but it's only by 2, so it's not significant.
ATK: Sheba > Ivan
DEF: Sheba > Ivan, but it's only by 4, so it's not significant.
AGL: Sheba < Ivan
LUK: Sheba > Ivan by 1
So, looking at that, PP, DEF, and probably LUCK are the same.
HP is 10% Higher
ATK is 10% Higher
AGL is 10% Lower
That takes care of stat distribution.
Ivan has two bolt, one wind.
So give Sheba Two Wind, one Bolt.
Ivan has Sleep and Bind
So give Sheba Delude and Paralyze.
Keep the buffs.
Voila! New Class GET!
Of course, furthermore, you'd change how the non-base classes work - making Jupiter and Mars give more mage-y classes, and Venus and Mercury more Physical-based classes. This not only makes them different, it also fixes the problems with Jenna and Piers!
Hell, you could give her the exact same class as Ivan, but fix the non-base classes, and BAM! She's notably different than Ivan, and can be used in many different strategies different than that of Ivan.
However, with ALL mages, the greatest thing she suffers in is the static nature of spell-type psynergy vs the dynamic nature of EPA-type psynergy. It cannot compare. Something we're working on in the GSHC is to try and come up with a way to tie it to the Max PP stat, and change them to either added damage (not likely) or Multiplier (much more likely) - the only difference being that it looks at the Max PP stat, not the ATK stat. This would make psynergy a much more viable option, especially for mages. The trick is, of course, getting it right. Ideally, it should be about the same power as it is now in the level you get it, but as you level up, it gets stronger bit by bit.
The difference between spells? Well, it'd be like this:
Machete = Fire (first tier)
Great Sword = Fireball (second tier)
Masamune = Inferno (third tier)
The primary difference is that EPAs are focused attacks (for the most part), focusing all damage onto one foe...
While Spell Damage attacks are area attacks (for the most part), being a little bit weaker, but striking multiple enemies.
There are, however, skills like Shurriken and spells like Fume that switch the roles. If I were in charge, Fume Dragon would be a 1.8x multiplier attack using Max PP as a basis of power, for example. At least.
