I just discovered a very weird and freaky glitch in Window's NotePad. Try it yourself, try typing "Vote ath for mukke" in NotePad without pressing ENTER at the end, then save and re-open the .txt file in NotePad and see what happends. Freaky isn't it? ;)

It doesn't work for everyone. That's what I have heard at least. Anyway this is the result after saving and re-opening the document: ӳt. Uhm. <---That is suppose to be japanese letters.

It show's me the rectangle signs, too. These are usually showed whenever there's a sign that isn't contained within the installed character set.
The strange thing is that the file gets saved correctly. I opened it with the binary editor of VC++ and it showed me the text I wrote  . Maybe the combination of letters results in a binary code that gets interpreted as chunk that indicates the Editor that this file uses 16-bit wide characters. This would explain the Chinese signs.
Or it's just some insider joke by a Microsoft programmer with the initials ath :D .

Hmm, you maybe have to have the Chinese Simplified language pack installed for it to work. At least that's what I have.

No, Windows is not a program, lol. It's a operative system. Without a operative system you can't instal or run any programs.
