DLL is a way to extend game maker, because gm have basic programation, and dll extends it.
With DLLs you can make more things that GM can do, like Ultimate3d.

(Ultimate3d is the easier dll to make 3D games, to me)

Lol, he could have found the answer if he looked in any U3D example or in the GM manual. Asuming he has been using U3D then he ought to know how to call for a .DLL.
