How do i set a universal alpha on a certain object for example i am making a 3d space shooter and i need to make planets and to create a relistic effect i want to have a half transparent blue atmosphere over the planets.

so How do i set alpha on a model?

what should i put in material index?

Manual (summarised)
 
In most modeling programs you can give your material it's own name. You put this for "Material Index".

*.an8 files and *.3ds files contain information about the names of the materials. *.md2 files can have only one material which is always called "material_md2". *.x files don't contain the names of the materials. These materials get called "material01" to "materialXX". The great thing about material names is that you don't need to care about the meaning of material indices if you know their name, because you can simply use a function to get it:

This function returns the index of the material with the given index or the index of the first material (0) if no material with this name exists. It isn't case sensitive.

If your model only has one material you can just use 0.
