Cliffs on the terrain renderer; is it possible?

Hi everyone
i am planning of making a racing game (still only planning) and before i jump in i want to clear this up, my game is going to use large outdoor enviroments, which will include cliffs, valleys and heaps of other things, now i think the terrain render is the best way to go, i have a couple of questions
If i am using height maps can i create very clode to vertical cliffs?
Is it possible to disable parts of a terrain to optimize gameplay? Because there is no way the player should be able to see the whole map.
And i also want to creat a level editor, what would be the most efficient way to do this ?

Sure you can with the old versions of U3D, like 2.1.0 .

Though, I don't know why you'd want them. Makes you feel all horrid in the morning.
