Does u3d need to run at the default room speed of 300?

Yes, if you are running Windows 95 with a Pentium I processor.

Setting it to 300 or higher gives the best results because you can set up frame skipping and delta time that way. If you lock the fps to 60 your performance will suffer greatly.

Its a technique called frame skipping and it optimizes the performance of games. Games with a room speed of 60 will have less performance than a room speed of 300. The framerate is regardless of this because it is adjusted to match the high room speed. If the current value of "fps" is higher than 60 the technique locks the frame rate to 60 allowing more room for game calculations. together with delta time you can make very fast games with this.

Having room speed set to 60 is a cheap way of keeping speed of movement reliable. Pcs that cent keep up with 60 will show the game in slow motion.

Having a high/unlimited framerate will make the game use as much resources as it can without any visible effect to game smoothness however the pc will stress a lot more.

I'm well aware of what frame skipping is, I've done it for multiple games. I was just saying that raising your frame rate alone won't matter unless your monitor can keep up with the frame rate.
