It looks like this takes place in the Zelda 3 Hyrule. Is that right?

Yep. Same place, same time, same channel. Except...

Holy Green Tunic Batman! That's not Link! That green haired boy's wearing a friggin baseball cap!

Bad jokes aside, the game takes place directly after the events that unfold in Zelda: A Link to the Past except Zelda and the Old Man Sasry find a boy/girl depending on who you pick when you choose your player who will this time need to save Hyrule in Link's place since he's gone fishing somewhere... or something. This time around the world map is basically the same with a few changes here and there, but the dungeons and item placements are now completely different. In addition since the game was split between 4 weekly chapters that would essentially unlock new places to explore each week for the player based on the events that happen when the clock reaches a specific time.

It's a very interesting game, but currently it is still being fixed up a bit.

Indeed it is the same Hyrule as the one in ALttP, though like Skywelse said there are some small changes to the overworld map to truncate the game area a little, such as with Lake Hylia. Link's not in Hyrule during the time of the game, presumably being shipwrecked on Kohilint (as in LA).

Actually no, each week expands the map regardless of timed events.
