I think we will get Krillin; just not until the sequel. Grandpa Gohan is serving his "purpose" in this version of the Piccolo story, and then we've got Yamcha and Roshi as Goku's backup. Any more of such characters (namely Krillin and Tenshinhan) would end up as dead (no pun intended) weight. But James Wong knows his DragonBall; he wouldn't completely exclude ol' Krillin.
You never know, he may already be Roshi's student and get a mention in the movie. He's just been off training in the wilderness on his own, and shows up at the beginning of the sequel all, "what'd I miss?"
