<div> defines the contents of the document or table cell. Take a peek at the w3schools page. It describes all the accepted w3 standard html tags now in use.

CSS defines the attributes of a single element such as "style", "font" or color' so you only have to type that in once at the start. Div lets you assign those lements to content inside a table cell.

This is from a site I built for Destiny RV. Notice the Div defines the text within the table. It can also define position and other attributes of an inserted graphic or links. The tables will keep your graphics in place and if you define their size in %, they should resize as necessary.
