It has to do with notions of the capitalist/social democracy dichotomy. Since WWII, Britain has been dedicated to the "welfare state", and the maintenance of a basic standard of living for the working poor and the unemployed. America has a different ideal at its heart however, what I guess you might call the American Dream. There's a greater emphasis on your side of the pond for taking responsibility for your own actions, more meritocracy and a less interventionist government. And that has a lot to be said for it, but for those who do fail... well, they're left with a more fragile safety net.
