having issues; no kick down

so my nephew got is camaro on the road about a week ago and all of a sudden he lost the top of every gear and he has no kick down to pass anyone im thinking T.V. cable it is a brand new tranny only has a few miles on it but the guy who put it in didnt seem to know what he was doing but he also has a tranny line leaking i am not a tranny guy at all so im at a loss with any ideas any info will be a big help he wants to try and make it to the cruise on the 3rd

he bought it from john i drove the car my self it was fine my nephew beat the snot outta it the first night he had it knowing it needed a lil work here and there its his own fault i adjusted the tv cable and fixed it 85 percent of the way and it is drivable if it isnt beat on i think he f*cked the torque converter

Some guys that don't know what they're doing install the TC dry thinking the pump will fill it on start-up...but that brief dry period is sometimes all it takes to fry the bearings.
